Research In The Thematic Inspection System Of Teaching And Learning For Primary And Secondary Schools

In China, education inspection is not only a legal administrative inspection to educational affairs implemented by the people's government above county-level, but also a legal educational administrative inspection to school affairs done by the educational administrative departments. The education inspectorate, an organization taking responsibility of educational administrative inspection in the government, undertakes the tasks of supervising, examining, evaluating and guiding the educational affairs of the subordinate governments, subordinate educational administrative departments, schools and other teaching institutes. The purpose is to guarantee the realization of the national education aims and the actualization of educational guidelines, policies and laws of the nation.In school inspection, the specialized inspection to teaching and learning is called the Thematic Inspection of Teaching and Learning (TITL). My thesis focuses on the teaching and learning inspection work of primary and secondary schools in Shanghai.I did a survey in my research. The results show that, on one hand, TITL is not a key work at present and most people think that TITL doesn't have high actual effects and need to be improved. On the other hand, most schools and teachers welcome TITL and consider that TITL is very important to the promotion of the teaching and learning in schools, so that the government should pay great attention to it. Those results reveal a fact that is schools and teachers need TITL, but education inspectorate's current work can't fulfill the need. And my research is based on this conflict.In my view, teaching and learning is always the central task of schools. The level of teaching and learning determines the growth and development of the students, and influences the whole quality and standard of the national education. Therefore, the education inspectorate should give prominence to the quality of teaching and learning. In Shanghai, with the rapid development of the society, people pursue high-quality education, hope schools can provide high-grade education service and require governments to supervise and ensure the quality of teaching and learning. Simultaneously, with the advancement of modernization of Shanghai education, schools think much of the upgrade of the education strengths of them. And they also need necessary inspection, guidance and assistance from the government. Therefore, education inspectorate should respond to the demands from the people and schools. And this is also the request of the construction work of service-oriented government...
