Research On Sports Lottery Management Mechanism In Hunan Province

Sports lottery is a new industry in China.In recent 23 years,sports lottery has raised a lot of funds for the national sports cause with its"public welfare".Although the Hunan Sports Lottery started late,it benefited from the advantages of culture and politics.Hunan sports lottery has achieved long-term development.This paper uses literature,interview,investigation and statistics to research sports lottery distribution,sales,commonweal fund management and sports lottery supervision in the sports lottery management mechanism in Hunan Province.At the same time,combined with the actual situation of Hunan province,this paper comprehensively analyzed the development status of sports lottery in Hunan province and the development of sports lottery in various cities of Hunan province in 2015.In this paper,the sports lottery in Hunan province is compared with other sports lotteries in other provinces.Also draw lessons from the good practices in the overseas sports lottery management mechanism,and summarizes them.Through research,think:(1)The sports lottery management mechanism refers to the organizational system formed by internal management agencies,supervision means,laws and regulations,etc.for the purpose of developing sports lotteries,and optimizes the allocation of resources through market supervision and state regulation.(2)At present,Hunan’s sports lottery is monopolized by the state,and the market structure of the "double oligopoly" competition between welfare lottery and sports lottery;Lottery ticket sales use semi-vertical management model to standardize and manage the sports lottery market;The Lottery Public Welfare Fund management model is a fiscally-led,centralized fund-raising,unified revenue and expenditure national financial management model,which is mainly used in the national fitness and Olympic glory;this kind of management mechanism makes the overall development of sports lottery in Hunan Province better.(3)There are a series of problems in the development of sports lottery in Hunan Province.Such as sports lottery management system,laws and regulations,the use of public welfare funds,supervision mechanisms and other aspects of the system and management there are still some shortcomings,these problems restricted the overall development of sports lottery in Hunan Province.(4)To optimize the sports lottery management mechanism in Hunan Province,we must further reform the sports lottery distribution system and market supervision system;strengthen the management of the sports lottery market,the supervision system of commonweal funds and product development and innovation capability;improve the system and rules of sports lottery products and management of public welfare funds System;to promote the legalization of sports lotteries,standardized distribution,the selection of sports lottery diversified and scientific.
