As an integral part of the people's Republic of China,the Hong Kong special administrative region plays a very special role in the process of China's economic and social reform and opening up due to its unique geographical location and historical and cultural background.In the process of building a lifelong education system and a learning society,compared with many provinces,cities and regions in the mainland,the Hong Kong special administrative region has also gone ahead.For example,the Hong Kong special administrative region government and the education authorities have also taken the lead in setting up a mechanism for the recognition of past qualifications.In recent years,some provinces and cities in mainland China and some industries are actively exploring the construction of " qualifications framework" with Chinese characteristics,such as " credit banks" as the carrier.some important cases and lessons,including the Hong Kong special administrative region,have aroused great concern in academia.however,from the overall situation,the relevant research is still not comprehensive and in-depth.In order to make up for the shortcomings and limitations of the existing research,this paper attempts to make a comprehensive,systematic and in-depth study on the historical background,process,characteristics,connotation,experience and lessons of the establishment of Hong Kong's recognition of prior learning mechanism,as well as the beneficial enlightenment of the construction of lifelong learning overpass and lifelong education system in mainland China.This paper mainly uses the literature research,historical research,case studies and other methods,the relevant research content and conclusions are as follows.(1)the recognition of prior learning mechanism in Hong Kong is a relevant mechanism under the qualifications framework.,it enables in-service staff to gain recognition under the qualifications framework for the knowledge,skills and experience acquired and accumulated in their jobs.,if in-service staff with lower qualifications wish to further study,they can determine their starting point for further study according to the recognition of prior learning mechanism,so as to reduce duplication of learning in skills and so on.(2)the background of the establishment of Hong Kong's recognition of prior learning mechanism is divided into two points,one is the establishment of lifelong education and lifelong learning system,the other is the evolution of Hong Kong education in China laid the foundation for the establishment of the mechanism.(3)the theoretical basis for the establishment of Hong Kong's recognition of prior learning mechanism has two,one is lifelong learning theory,the second is the theory of career development.(4)the formation and development of Hong Kong's recognition of prior learning mechanism can be summarized into two stages,namely,brewing stage(2002-2008)and development stage(2008 to date)(5)the components of Hong Kong's recognition of prior learning mechanism include assessment agencies,assessment team,assessment criteria and assessment process four aspects,each component is interconnected,interaction of the whole,is an indispensable element of the mechanism.(6)the Hong Kong's recognition of prior learning mechanism has certain limitations,but on the whole,it promotes the employees to continue learning,has a wide range of social recognition,has achieved good results,for China's mainland has important reference significance.(7)Hong Kong's recognition of prior learning mechanism can provide enlightenment including: first,improve the national education policy;Second,the establishment of a unified evaluation mechanism;Third,formulate scientific evaluation criteria and methods;Fourth,the development and appointment of professional evaluators;Fifth,to develop a sound assessment process;Sixth,communication and convergence between formal learning(formal learning)and informal learning(informal learning).The innovation and deficiency of this paper: the innovation of this paper is embodied in two aspects,one is to supplement and expand the existing research in the research content,the other is to use case study method to introduce the recognition process of Hong Kong's recognition of prior learning mechanism in detail.The shortcomings of this paper are also reflected in two aspects,one is in the collection and collation of documents,there is a lack of comprehensive collection of documents.Second,because of the incomplete research data and the lack of personal ability,the depth of this study is not enough.
