After Ministry of human resources and social security announced the development of human resources and social security undertakings "Outline of the 13th five-year plan",the Guangdong province issued "the Guangdong provincial labor employment training transfer special funds management measure>notification" policy,clearly put forward the technical work enjoy the training subsidy amount,thus promote the vigorous development of vocational skills training.Optimizing and also trying to upgrade the industrial structure process,strengthen the third industry and intelligent manufacturing and other fields of effective promote vocational skills training of skilled personnel,After the introduction of the vocational skills subsidy policy,the professional skills training,the number of people and the subsidy amount are increasing year by year.In such a good training subsidy policy and market development situation,how to develop a quantitative assessment and or its running system and the effect of standard,from the micro and macro aspects can fully embody and measure its effect,and skills training subsidy policy of the government performance evaluation is particularly important.Now,specifically for the government's evaluation system of public service investment is less,and is kind of sensitive issues such as people's livelihood,therefore,aiming at the problem of government subsidy policy performance evaluation for a long time failed to solve.As inrecent years,a sharp rise in vocational skills training subsidy policy showed very different value judgment of the situation,must be in the choice of effective performance evaluation method at the same time,combined with the actual operation result is evaluated,can reach the purpose of evaluation.In this paper,the policy performance evaluation of vocational skills training subsidy in foshan can be divided into three stages based on the formulation,implementation and deepening of the time and space order of the policy.The first stage is the investment of the policy,the second stage is the transformation of the policy,and the third stage is the output of the policy.The first phase evaluates the financial input,the second stage evaluates the implementation of the policy,and the third stage evaluates the effect of the policy implementation.In this paper,the policy formulation,the policy input and output,the implementation effect of the policy are the three primary indicators of the vocational skills training subsidy policy performance evaluation,which divides the evaluation level.After clear the primary index,according to the policy of the seven principles of performance evaluation,from the people's livelihood,responsibility,fairness,efficiency,economy,service and the effect of seven Angle with secondary index of the formation evaluation,taking foshan nearly two years of data as an example to analysis of indicators,the final out of the grass-roots feedback opinion and the results of the survey before and will focus on every process,offering suggestions for optimizing the policy.This article through the analysis of the vocational training and subsidies,innovation put forward a set of professional training subsidy policy evaluation index system,from the policy making and implementing policies,evaluating effect three aspects,the intoduction of a third party appraisal institution,from multiple main body were analyzed,and hope to development as the guidance,strengthen the supervision of the government and build a complete set of policy evaluation model,gives the corresponding weights,finally applied to the empirical analysis,foshan city,the corresponding conclusions.But affected by the employee's income data confidentiality,failed to further quantitative training of average income growth amount,hope in the near future as the income of the staff was transparent,we can assess the training subsidy output more specifically.
