With the advent of knowledge economy and the deepening of the reform,the higher vocational education of China has developed rapidly,and has gradually become the main force to train skilled talents.According to the statistics of the Ministry of Education,there were 1388 Higher Vocational Colleges in China,which was about 59% of ordinary college(2366,excluding independent colleges).The development of higher vocational education has been widely concerned by the society,and the pressure also come with it.The higher quality of graduates,the better competitiveness they have.It has led to the competition between colleges.How to improve the competitiveness of colleges and capability of running schools has become a realistic problem that vocational colleges need to deal with under the new situation.The new public management theory introduces the concept of performance into the public sector,reform and restructure the public sector based on the concept of enterprise management as well.How to achieve the strategic objectives of higher vocational colleges,as non-profit organizations,through performance appraisal has become an urgent problem to be solved for the long-time development.The results of the current implementation of performance appraisal are not satisfactory at this stage,especially in the establishment of performance appraisal system,the selection of assessment methods and the application of assessment results,and other core issues still need to be effectively solved.In this paper,the author takes the department performance appraisal of Shenyang Public-Run Vocational Colleges as the object to briefly analyzes the problems in the performance appraisal,and tried to give some useful Countermeasures and advice to the performance appraisal.Firstly,make sure of the current situation of the performance appraisal in Shenyang public vocational colleges through wide spot investigation,questionnaire survey and interviews.Secondly,this paper sums up the problems existing in the performance appraisal of public-run higher vocational colleges in Shenyang by the combination of the data obtained from the survey and the preliminary theoretical research,Such as the effect of performance appraisal implementation needs to be strengthened,the content of performance appraisal indicators needs to be considered,the incentive mechanism of performance appraisal needs to be increased,and so on.Thirdly,proposing the plan to construct a new way to optimize the performance appraisal,according to the existing problems and the new public management theory,stakeholder theory and governance theory,and fully drawing on the advanced performance appraisal experience of other colleges.Through the integration of many assessment methods such as KPI,OKR,MBO and PIV to establish the index systematic framework of performance evaluation.Finally,combining the theory with the practical work of performance appraisal,this paper puts forward a set of implementation plans and countermeasures which are conform to reality of the performance appraisal in Shenyang Public Vocational Colleges.By perfecting the organizational structure of the implementation of performance appraisal,optimizing the selection of performance appraisal indicators,improving the application validity of the evaluation results,establishing an information-based performance evaluation platform,and creating a transparent performance-oriented assessment atmosphere,to construct a scientific and rational information-based performance evaluation implementation plan for Shenyang Public Vocational Colleges to improve the implementation path and the effect of performance evaluation.
