Higher vocational education is an important component of higher education in China, and at present the government is increasing the input and support for the higher education by policy and financial allocation. With more and more attention paid by the nation and society, the higher vocational education enters into a new stage of development. In order to realize the mission of higher vocational schools and gain competitive advantage in the increasingly fierce competition, every school attaches great importance to human resource. The teachers as the main force of teaching and research play an important role for the goals of talent cultivation and school mission undoubtedly, as it is called hundred years’ policy based on education, while the education policy based on teachers. Therefore, it is a consensus of all the higher vocational education schools to mobilize initiatives and creativities of teachers for maximizing their potentials. Performance appraisal as the core of human resource management naturally becomes the focus and the scientific and reasonable performance appraisal system is not only in favor of stimulating teachers’ motivations to improve their perform continuously, but also in favor of forming the culture atmosphere of freedom and innovation, so that the goals of talent cultivation of higher vocational school can been realized. This paper taking L college as an example, elaborates the present situation and problems of teachers’performance appraisal in L college by using the theories of performance appraisal and human resource, and points out the problems of formalism of performance appraisal, inefficiency, lack of long-term planning, inappropriate approaches of management that are caused by the lack of consciousness of strategic management, the lagging behind of human resource management, failure of forming closed loop system of performance appraisal, the ignorance of management culture, without standardized criteria and indicators of teachers’performance appraisal in the higher vocational schools in China. And therefore the countermeasures of teachers’performance appraisal reform are proposed such as to pay more attention to personnel work, to modernize the means of performance appraisal, to define the characteristics of schooling and highlight the key points of performance appraisal, to create harmony culture and to draw lessons from the western advanced countries and promote the standardization of teaching indicators, surely all of which will facilitate the endless development and perfection of teachers’performance appraisal system in the higher vocational school and the realization of schooling goals.
