A Study On The Prevention Of Emergencies In Universities Under The All-Staff Education System

The Fourth Plenary Session of the 19th Central Committee of the CPC pointed out that we need to maintain and improve the social governance system based on collaboration,participation and common interests,as well as social stability and national security.Only in this way,can we advance the modernization of China's system and capacity for governance.The prevention and control system for social security should be improved,so as to establish a community with shared rights and responsibilities in each person for social governance.Universities are not only the centre for cultivating talents,developing science and technology,serving for society and inheriting civilization,but also an important carrier for presenting our efforts in constructing the socialist harmonious society.Therefore,the stability of universities is closely related to the security of our society and country.However,at present,the emergencies occur frequently in universities,which has caused difficulties for them to play a leading role in the construction of harmonious campus and socialist harmonious society.As an old saying goes,preparedness ensures success and unpreparedness spells failure.In order to reduce the occurrence probability of university emergencies,it is essential to prevent them from the source,thus ensuring the normal order in teaching,scientific research,work and life inside the campus,and maintaining the campus security and social stability.Based on this point,his paper according to the new requirements,highlights the role of the all-staff education system in the prevention of university emergencies under the background of the new era.Through document researches,case analyses and summary of research methods,this paper recognizes and explains the university emergency from new perspectives.It deeply analyzes the characteristics,types,current situation and causes of university emergencies.As to the prevention methods,this paper states the current emergencies prevention model under the system of all-staff education,and puts forward existing problems in effectiveness of current university emergencies prevention system.In order to solve the problems of the emergency prevention system in universities,his paper puts forward new thoughts to deal with emergencies in universities from the new perspective of all-staff education.Firstly,the all-staff education should be implemented into details,which is named as ten educational systems,through which the prevention of university emergencies can be realized.Secondly,we need to strengthen the construction of emergency prevention system in universities under the all-staff education system.To ensure the effectiveness of emergency prevention,we can start from improving regulations,organizational guarantee mechanisms,information guarantee mechanisms,communication and coordination mechanisms,and material guarantee mechanisms.It is hoped that this paper can provide some references for college education management in the future,guide universities to be more scientific,standardized and institutionalized in the prevention and treatment of emergencies,so that universities can create a harmonious and stable environment for students in their study and development.
