Since 1990 s,in the primary and secondary schools in the first and second cities of China,the private and for-profit school-age children's after-school trustees,which are called "small table","noon care department" and "trusteeship class",have gradually developed,and a considerable scale has been formed.The reason for its emergence and vigorous growth is no more than catered to the needs of social development.With the steady progress of China's reform and opening up process,the continuous growth of the total social economy and the growth rate,the reform of the national compulsory education system has been progressively promoted.A large number of non urban population migrating to the city and the transformation of the social life style brought about by rapid urbanization have gradually emerged as a problem at the social level.There is a certain proportion of school-age children,because of their own family or the actual situation,in the spare time,there are different degrees of unattended conditions,commonly known as the "noon Tuo problem" or "half past three difficult problem".As a result,a variety of "trusteeship" in place of parental care for school-age children in the spare time period is provided by providing delivery,diet,tutoring services and rest and recreation places.The emergence and development of the "trusteeship" is not difficult to find in the course of "free growth" from the simple to the complex,from the low to the advanced,from the special to the general basic law.In the course of the "free growth" in the past twenty years,the necessity of its existence is fully affirmed by the social needs,but its own body also has such problems.These problems are often reflected in the vulnerability of security management.In recent years,with the frequent occurrence of various kinds of safety accidents involving the "trusteeship",and the increasing number of news reports which are difficult to mediate after the subsequent disputes,the public think and pay more attention to the overall operation status of the industry and the hidden danger of security for a long time.Similar to "should not send children to the noon care department" "what kind of noon care department should be sent to the children" "how the child is sent to the noon care department will affect its growth" and "how to do the hidden dangers of the noon care department should be done" and explore more and more in the discussion,press,media and network of many family members.The investigation,analysis,discussion and research of the government,the academic circles and the public opinion in the academic research and policy research are also gradually following up and deepening.All walks of life seem to be trying to find a way to solve the problems related to the "trusteeship".This paper,starting with the in-depth analysis of the related status and existing problems of school-age children's after-school trusteeship,finds out all kinds of problems,and tries to explore the cooperative governance path of the current "trusteeship" by exploring the reasons and seeking countermeasures.
