The Research About Joint Running Of Colleges And Universities From The Perspective Of Collaborative Governance

With deepening of higher education system reform and education philosophy of collaborative innovation, the joint running of colleges and universities has become the hot spot issue of personnel training of higher education.In order to meet the demand of diversified and inter-disciplinary talents, joint running seeks for resources sharing, complementary advantages and common development of different colleges and universities. At present, there are different modes of joint education, such as intercollegiate operation, college and enterprise cooperation, university and government cooperation and Sino-foreign coperative education,which gain positive social effect to certain extent. However, during the development process of joint running, the pluralism of participants has given rise to some problems when dealing with multi-party coordination. On the one hand it reflects the lack of government institution and policy; On the other hand the attitudes towards joint running are different, interest contradiction exists in resource sharing, and multi-linkage mechanism is inadequate, all of which are caused by diversity of multi-subject. How to find cooperative solutions to such problems, and propose a more comprehensive theoretical guidance mode of joint running is a common topic that current co-sponsoring higher education faces.This paper mainly takes "Seven School Alliance"in Wuhan as example to analyze the current situation and achievement of joint running of colleges and schools. Guided by the theory of Cooperative Governance, the paper also makes analysis about government system, institutional framework, operation mechanism and public interest during the coordination in joint running process. Finally the paper proposes the relative solutions in terms of ensuring collaborative public interest orientation, promoting diversity of collaborative subject, improving collaborative operation mechanism, construction of collaborative platform, and strengthening exterior consolidation. The aim of the paper is to explore a new way for collaborative innovation of joint running between colleges and universities.
