With the deepening of the process of economic globalization,the economic exchanges between countries have become closer,the flow of capital,technology and other factors of production in the word is more frequent.In the market of production factors,most of OECD countries are faced with the problem of “skill mismatch” and the contradiction between labor supply and demand,which seriously restricts the further development of their domestic economy.As a carrier of human capital,the technical labor force can provide necessary capital and technical support for economic development through human capital effect and technological advancement effect.Therefore,by virtue of its own economic and political advantages,OECD countries have seized technical labor resources.Under the background of knowledge economy and information age,unlike the traditional labor force,the transnational flow of technical labor force has special motivations and effects.What motivates will promote the transnational flow of technical labor in OECD countries? What is the economic effect of this transnational flow on OECD countries? At present,there is little research on the motivation and economic effects of the transnational flow of technical labor,and there is still a great deal of deficiencies in this research direction.Based on this,this paper uses the motivation theory such as push-pull theory and dual labor market theory,and uses the economic effects theory such as human capital effect and technological progress effect,as the theoretical basis of this article.Firstly,it analyzes that the transnational flow of technical labor in OECD countries has the characteristics,such as continuous improvement of knowledge level and continuous enhancement of social integration capabilities.Secondly,from the perspective of economic motives,policy motives and other complex motives,this paper analyzes the motives of the transnational flow of technical labor in OECD countries.Then,this paper constructs a dynamic panel model,and analyzes the economic effects of the transnational flow of technical labor force on OECD countries from the perspective of economic growth.Because the OECD countries are the main inflow country of the technical labor force,so in the empirical process,we selected inflow of skilled labor to measure technical labor inflow quantity,selected per capita GDP to measure the overall level of economic effects,and introduced the technical advancement effect and human capital effect into the models in the form of interactive,and performed the empirical tests by Granger causality tests and SYS-GMM tests.The empirical results show that the initial stage of technical labor inflow has a negative effect on economic growth of OECD countries,while the second stage will have a positive effect on its economic growth through the effect of humancapital and the effect of technological progress.Finally,based on the international experience of OECD countries in promoting the inflow of skilled labor,it is proposed that emerging countries such as China can promote the inflow of technical labor,by building a hardware and software environment,establishing a systematic technical labor force inflow system,and strengthening the integration management of technical labor,to promote the sustainable long-term development of their economies.
