As the main force of the technology advancements,scientific talent is the highpoint element of human resource.In today’s economic development,it plays a role of forerunner and accelerator.The scientific talent of Beijing-Tianjin-Hebei Region is the backbone of its regional economic development.According to the lever adjustment of market economy,the flow of scientific talent is inevitable.This article selects scientific talent accounted for the proportion of workers to measure the flow of scientific talent.Using a relative value to reflect a district’s strength to attract scientific talent,which reflects the trend of the flow of scientific talent.According to the talent policy differences between Beijing and hebei province in 2000-2015,combining the related research results with the actual situation we acquire the factors and the index system which matches the mobility of scientific talent in Beijing-Tianjin-Hebei region.Through the summary statistical yearbook data,we utilize the method of correlation analysis to identify the significant correlation factors,and we use the ADF test,granger causality test to test the relation between the factors and the flow of scientific talent.Then we use co-integration test,impulse response analysis to explore the effect mode which reflects the factors impact on the flow of scientific talent.Finally,based on the paper’s empirical analysis conclusion,we put forward the corresponding countermeasures and system arrangement.We found that household registration policy and patent applications are the policy drivers which influence the flow of scientific talent in Beijing-Tianjin-Hebei region.The innovation point of this article is: from a policy perspective,according to the policy information of Beijing and Hebei province which collected by the government’s official website in 2000-2015,we conclude and analyze the information from four different dimensions.Based on similarities and emphasis,we compare the two place’s policies,and we found the characteristics about scientific talent policy which the two place all have.Using rigorous mathematical method to test the policy drivers,which is more targeted and more scientific.From the perspective of policy,putting forward the household registration and patent applications are important to the flow of scientific talent firstly.To promote coordinated development of the Beijing-Tianjin-Hebei region,the government and enterprises should make more reasonable and effective policy to guide the flow of scientific talent.
