Excellent Performance Evaluation Index System Of Special Funds In Higher Vocational Colleges Chemical Research

With the deepening of the reform of budget management in Higher Vocational Colleges and the continuous increase of financial support,it is particularly important to effectively improve the efficiency and efficiency of the use of financial funds.For example,the performance evaluation report of the special fund for teaching in 2015 JXCM,from the point of view of performance goal management,the objectives set are qualitative description,lack of quantitative indicators,it is difficult to measure the completion of the target in the evaluation of the target,so how to comprehensively reflect the benefit of the use of special funds is an urgent need for the education community to understand.A problem.Based on the theory of special fund performance evaluation,this paper is not mature enough for the research of special fund performance evaluation in higher vocational colleges,and selects JXCM of a higher vocational college in Jiangxi Province as the research object.First,the basic concepts and related theories of the special fund performance management are discussed,and Literature synthesis is used.The analysis of the existing literature on the performance evaluation of special funds in higher vocational colleges has been studied,and the comparison and analysis of the optimization of the performance of the special fund performance evaluation indicators is more operable and practical.In this paper the author personally involved in the JXCM report to the Finance Department of Jiangxi province education special funds performance evaluation report as an example,it expounds in detail the performance index of the evaluation report of the problem,combined with the financial perspective and the characteristics of the JXCM based special funds performance evaluation system in JXCM completing teaching on the use of key performance indicators,optimize a set of quantification,system operation and application of the special funds performance evaluation index.The two evaluation index system were compared,according to the conclusions of original teaching special funds performance evaluation indicators are qualitative indicators,and out of touch with the management of financial funds,in units of self-assessment is too subjective and can not accurately reflect the performance of special funds.And the special fund performance evaluation index system which is optimized in this paper just makes up for this defect.At the sametime,it is hoped that the research direction of this paper can provide a more effective evaluation scheme for the special fund performance of higher vocational colleges.
