Research On The Construction Of Performance Evaluation Index Of Special Funds For The Construction Of "Double First Class" In Colleges And Universities Of Hunan Province

In recent years,our country’s higher education reform deepening,the national "double top" strategy implementation,and made great progress in education career,the financial capital of investment play an important role,however,as China’s economic growth is slowing,the scale of higher education expands brought certain pressure to the revenue,meanwhile unreasonable distribution of public finances,low service efficiency of funds problems.How to allocate,use and manage the special funds of colleges and universities in a scientific and reasonable way and how to improve the use efficiency and benefit has become an urgent problem to be solved.For this,this paper,taking Hunan province as an example the construction of "double top" special funds,studies its performance evaluation process,found the problem,based on the analytic hierarchy process and the combination of questionnaire method to build a set of targeted performance evaluation index system,so as to improve the special funds use level and the level of performance management in colleges and universities,to realize the scientific management of public spending.This paper makes an in-depth study on the performance evaluation of "double first class" special fund in Hunan universities according to the order of theoretical review research,analysis of current problems,construction of performance evaluation index system and application of specific cases.Firstly,the research background and significance are expounded,the research status of performance evaluation at home and abroad is introduced,and then the relevant theories of performance evaluation of "double first class" construction special fund in colleges and universities are introduced,so as to lay a theoretical foundation for the following research.Secondly,this paper makes an in-depth analysis of the current situation of the use of the double first-class special funds and the current performance evaluation index system in Hunan province,and obtains first-hand data through field research.Then,by combining the analytic hierarchy process and questionnaire survey method,the performance evaluation index system of the "double first-class" construction special fund in colleges and universities was designed.Meanwhile,questionnaires were sent to relevant experts in Hunan province to determine the weight of each index and the evaluation standard.Finally,the re-established performance evaluation index system was applied to a university in Hunan province to evaluate the use of the special fund for the "double top" construction of the university,and then the corresponding Suggestions were given,and the research conclusions were summarized and the future research prospects were proposed.
