In March 2016,the Fourth Session of the Twelfth National People's Congress approved the "13th Five-Year Plan for National Economic and Social Development of the People's Republic of China." During the "13th Five-Year Plan" period,China has fully entered the "new normal." At this stage,the new normal development of the economy has entered a crucial stage,and it is also an important stage in the entire economic system reform.On the one hand,it is the pressure and risk brought by the reform and innovation;on the other hand,it is the short-term negative effect brought by the economic downturn.Impact,various issues and contradictions coexist,especially the contradiction between labor relations has become increasingly significant,the number of cases of labor arbitration and related labor disputes in various industries has increased sharply,salary measurement is irrational,wages are in arrears,violation of the"Labor Law" and other phenomena frequently occur.The serious violation of the lawful rights and interests of workers has affected employment and the personal development of workers.After the 18th National Congress of the CPC,deepening reforms has gradually advanced in various fields.At present,it has entered a crucial period.A stable and harmonious social environment is the basic prerequisite for reform.The stable and harmonious labor relations between laborers and employers are prerequisites for maintaining the labor environment.one.This article studies the factors of labor relations during the "Thirteenth Five-Year Plan"period and focuses on analyzing the phenomena and factors that affect the labor relations in the current economic society in China.The factors were subdivided and concretely studied in several major aspects of social policy,economics,politics,and culture.Among them,social policy and economic factors are the main part of the dissertation.The social policy factors are divided into three aspects:economic structural transformation,state-owned employee laid-off,and dual-creation policies;economic factors are divided into three aspects:ownership structure factors,technological progress and innovation factors,and population structure change factors.This article uses systematic methods,literature research methods,quantitative analysis methods,and qualitative analysis methods to analyze in detail the impact of various factors on the harmonious development of labor relations and aims to provide new ideas for the harmonious and stable development of labor relations.
