Research On Problems Of "11th Five-Year Development Plan" Of Vocational Colleges In Hunan Province

With the development of market economy, colleges of our country are faced with more challenge and competition. To make scientific and rational development plan is an effective method for improving core competence of a college, and the plan is also strategic outline and it can guarantee that the college is progressing toward the set objective. The author was involved in censoring "11th Five-Year Development Plan" of ninety-five colleges in Hunan province when he work in the educational commission of Hunan Province of China. He discovered that there are some problems in the plan, especially for vocational colleges. The problems cause the rationality of the plan lost and hinder the value of the plan. The problems of plans for higher vocational colleges in Hunan province are investigated deeply and comprehensively in the thesis, and the goal is to improve the rationality of the plans for higher vocational colleges.The thesis chooses three higher vocational colleges randomly and analyzes their plan books. Five kinds of problems are discovered. The first is the plan content is incomplete; the second is environment analysis lacks rationality; the third is the working principle is not clear; the fourth is the development objective lacks scientific natures and the last is developing strategy is tenuous. Then the restriction factors of the development plan for vocational colleges in Hunan province are investigated in the thesis. At the last, the thesis gives several suggestions that how to make the development plan for vocational colleges more scientific and rational.
