| The public desires and demands on 'study in ordinary high schools and university' have been increasingly stronger since the end of 1990 s.It as a result boosted the development of ordinary high schools in terms of school running conditions and qualities.However,with the constantly expansion of the scale of ordinary high schools,more and more challenges were pressed on public finance and led to obvious contradictions between financial supply and demand.Limited by the traditional view of running school and the myopic political achievement,as well as utilitarian concept of education,many schools started to borrow money for campus construction and development.Even worse,due to lack of risk management and scientific planning,the debts on schools headed up and turned to be the bottlenecks of their own development.As the difference in the national system and conditions,there are few specialized studies focusing on the debt issues in high schools in foreign countries.While in most domestic studies,only brief and rough analysis on the negative impact of debt were presented as this issue was co-analyzed with other problems,so that their solutions were not practical and targeted.In order to deeply understand the background,current conditions,negative impacts and causes of liabilities or debt in ordinary high schools,this study is developed based on sampled ordinary high schools in Hunan.By analyzing the historic background for huge debts in Hunan's ordinary high schools and sorting out their causes,nature and scales,this study will find out the causes of the huge debt,discuss the negative impacts on schools,students' families and society from debts and identifies the roles and responsibilities that government,schools,and society shall take in how to resolve debt issues.Then it proposes concrete and practical solutions from the perspectives of government,school and society for Hunan schools,which can be took as reference to solve debt issues in other ordinary high schools. |
