With the realization of "financial education investment accounted for 4% on GDP" and the finish of "the educational funding management year" activity, our investment in the total educational funding reached a new height temporarily. At this point, the scale and distribution of the various stages of educational funding, the investment between provinces and regions became more important.As the basic link of "provide education that satisfied the needs of people", the educational funding of ordinary primary schools became an important part of education and economics research. Due to its particularity, the return on investment has lagged behind extremely. The attention of ordinary primary school is lower than other types, and student input is not ideal. Therefore this topic has important significant in theory and practice.This article selected Hunan province, which has individual character and commonness in centralalyzed the existing problems of scale on investment, from the current situation. In addition, we did qualitatively and quantitatively study on it. Among them, the qualitative analyzed the ca and even the whole country, of ordinary primary school’s education as the research object. We an uses of funding shortage by multivariate prediction subjectively; the quantitative analysis is based on the relevant funding data from 2001 to 2011 in eleven years to complete the empirical research objectively, and construct equation model. Ultimately, we summarized the reasons and made recommendations, relying on more rigorous and objective quantitative research. The study found that:The average investment of Hunan student is lower than the national average level among 2001 to 2011 years by contrast. And it cities in the third quadrant of the multidimensional structure among 31 provinces, which has bad financial investment scale and development speed. The causes of ordinary primary school’s shorted funding is the lack of population scale benefit, the low average cost of rural students, irrational industrial structure, the relatively backward economy, and low government attention by the empirical results. So improve the economies of scale, balance the investment of urban and rural, optimize the industrial structure, make economic growth and strength the government’s concern are favorable path to improve the educational funding of Hunan province on ordinary primary schools.
