Human learning activities start with acquiring knowledge, and finally settle in solving practical problems. To achieve effective transformation from knowledge to ability, the first condition is to learn with problems. This is especially true for high school physics learning, the curriculum standards put forward clear requirements for the students' physics problem awareness and the ability to apply physics knowledge to analyze and solve problems.Based on the literature reading, this study summarized the existing research results based on problem physics teaching and high school electromagnetic teaching design.Under the guidance of constructivist learning theory, discovery learning theory and recent development area theory, the proposed problem-based high school physics teaching design principle are: the principle of combining theory with practice, the principle of the combination of the student body and the teacher's leadership, the principle of orderliness, and the principle of problem.Combining the problem-based high school physics teaching design principles and physics teaching reality, the design ideas of Physics Teaching in high school based on the problem include the creation of the situation to raise the problem, guide the students to analyze the problem, solve the problem, expand and promote. The problem based physics teaching design principles and teaching design ideas are applied to the teaching practice of high school electromagnetism, take electric field intensity, measuring the electromotive force and internal resistance of the battery, the magnetic induction intensity and the motion of charged particles in the uniform magnetic field as example.Analyzes and summarizes the implementation of physics teaching design based on problems, the research shows that the problem-based high school physics teaching design in electromagnetism teaching raises questions through various ways to create situations, stimulating students' interest in physics learning and enthusiasm for exploration;under the guidance of teachers, students analyze problems and gradually grasp the basic methods and skills of analyzing physical problems;during the process of solving physical problems, students construct relevant physical concepts and laws, which promotes the development of independent and cooperativelearning ability;expand and enhance through practice to make knowledge more comprehensive and flexible. The problem-based high school physics teaching design emphasizes the establishment of physics knowledge and physical thinking methods. The teaching activities are student-centered and have a strong purpose.Problem based physics teaching design also set up a platform for interaction between teachers and students, which helps to promote the professional development of physics teachers.Problem-based physics teaching design should encourage students to discover and raise questions themselves, handle the relationship between presetting and generation of problems, increase some open questions appropriately, cultivate students' thinking ability of guessing and hypothesis, and pay attention to experiments in physics. The application of teaching guides students to summarize and reflect on the problem-solving process. In the case of the "General High School Physics Curriculum Standards(2017 Edition)",problem-based design of physics teaching in high schools should be combined with cultivating core literacy of students' physics disciplines, and promote students' all-round development from the aspects of physics concept, scientific thinking,Scientific inquiry, scientific attitude and responsibility.
