The setting standards of higher education institutions are important starting points for the standardization and healthy development of higher education in China,which is conducive to improving the quality of higher education,promoting the diversification of university-running models,and adjusting the development strategy of higher education.The BRICS countries have similarities with China in their development background and development goals,and they have their own uniqueness in the development experience and development history.This study is based on the triangular coordination model and the theory of quality assurance in higher education.Brazil,Russia,India,and South Africa are the subjects of study.It discusses the setting of standard systems and characteristics of higher education institutions in various countries,and compares their similarities and differences.Higher education in Brazil embodies the characteristics of hierarchical management in public universities,and the scale of private higher education is huge.In the setting standards of private institutions of higher learning,the Ministry of Education,the Conselho Nacional de Educacao and other central institutions manage,specifically subdivided into the curriculum setting standards,higher education institutions set standards,covering upgrading,withdrawing,opening branch schools and graduate programs and other aspects.The system is complete,detailed in content,and it profoundly reflects the characteristics of the central government in its efforts to manage large private institutions of higher learning.Russian higher education is divided into three levels:federal,federal,and local self-government institutions.Higher education is divided into three levels,which are carried out by six different types of colleges and universities,each with its own emphasis.The institutions of higher learning are set up in Russia as an important part of university evaluation in the form of accreditation of universities.In terms of content,attention is paid to the construction of basic facilities during the application process for higher education institutions.The name change and strictness criteria are strict.The Ministry of Education and Science,the Bureau of Education and Science Supervision is responsible for setting standards and supervising implementation.The large scale and complex structure of higher education institutions in India has brought considerable difficulties to the management of higher education.At present,India does not have mandatory standards for setting higher education institutions.Universities that receive federal funding need to meet the funding criteria of the University Grants Committee.Private universities follow the set standards of private universities in each state.In addition,colleges and universities voluntarily participate in the certification activities of the National Assessment and Accreditation Council,and conformity with the certification standards helps universities to increase their awareness.The history of the development of higher education in South Africa is relatively short,the public university system is complete,and private universities are flourishing.In the course of historical development,South Africa has established a university management system centered on the National Qualification Framework,covering the setup of higher education institutions and setting up higher education courses.In addition,the Higher Education Quality Committee is responsible for the overall improvement of the quality of higher education in South Africa,and it has fulfilled its own functions through the formulation.and implementation of institutional audits and certification of educational projects.The BRICS countries have similarities in setting standards in institutions of higher learning.They are mainly reflected in the following:setting standards with the same purpose,strictly controlling the upgrading of institutions of higher learning,setting up a variety of standard management institutions in colleges and universities,combining peer review with setting standards,and promoting the setting of standards by the government.However,there are also significant differences among countries,mainly reflected in:the degree of participation of social institutions,the level of refinement of setting standards,the establishment of standard elements,and the exit mechanism of colleges and universities.Then,based on Professor Burton Clark’s triangular coordination theory,the researcher forms the Triangular-coordination theoretical framework and theoretical model of the characteristics of the BRICS countries.For China’s current practice,the BRICS countries have provided many inspirations for setting standards and practices in colleges and universities.The development of contemporary China should pay attention to coordinating the setting standards and evaluation standards of institutions of higher learning,establishing setting standards based on the classification of universities,and coordinating the role of governments and high-estimators in the setting of institutions of higher learning,establishing and perfecting exit criteria for institutions of higher learning,and ultimately assisting China’s higher education quality improvement.
