Research On Financial Management Of Basic Education In Quang Ngai Province,Vietnam

After entering the twenty-first Century,education has increasingly become the source of economic and social development.The Vietnamese government and society attached great importance to the development of education.The scale of education and education investment increased rapidly,which greatly promoted the expansion of Vietnamese education.However,limited to the overall level of economic and social development in Vietnam,its educational investment funds are always relatively limited,and the scale of education has continued to expand.It has put forward higher requirements for the financial management of school education and the improvement of the utilization efficiency of financial input.Therefore,this paper,taking the Quang Ngai province of Vietnam as an example,studies the current situation of the financial management of basic education,analyses the problems existing in the financial management,and puts forward some measures to improve it.Quang Ngai province is the key province in central Vietnam,but the process of urbanization is slow,and more than 80%of the population are distributed in the rural areas.To a certain extent,the economic and social development of the Quang Ngai province is limited.It has been found that there are some problems in the Quang Ngai province of educational finance management,which are mainly manifested in the relative shortage of educational financial input,the high proportion of individual expenditure,and more of the education finance as survival finance,while the development is relatively weak.For public education,public education has a low growth in infrastructure expenditure,less education and training expenditure,higher tuition income and an increasing burden on poor students.Public education is mainly for external public education,which mainly pays teachers' wages,rent fees and daily operation.Expenses,which can be used for teacher training,and the profit margin are relatively low,which limits the development of teachers in public schools and the enthusiasm of investors.The above problems restrict the development of basic education in Quang Ngai province.In this regard,the author thinks that measures should be taken from the following aspects:increasing the Vietnamese government's investment in basic education,establishing and perfecting the special financial transfer payment system,actively widening the channels for raising funds for education,and completing the financial management of basic education in Quang Ngai province of Vietnam System.This article is mainly composed of five parts:the first part is the background and significance of the study.It introduces the background of the research,the purpose and significance of the research,the research problems and methods,the definition of the concept,and so on.The second part is a literature review,which is a review of the phase Guan Wenxian of the financial management of basic education in the South and the south,and lays the foundation for the literature.The three part is the Quang Ngai situation of basic education in Vietnam province.It introduces the state of basic education in Quang Ngai province from the aspects of public schools,public schools,teachers,classrooms and educational quality.The fourth part is the Quang Ngai state of the Quang Ngai provincial basic education financial management,and introduces the contents of the Quang Ngai provincial basic education financial management.The present situation of the Quang Ngai provincial basic education financial management is analyzed and the existing problems are pointed out.In the fifth part,the corresponding countermeasures and suggestions are put forward in view of the problems existing in the Quang Ngai provincial basic education financial management,in order to improve the Quang Ngai province education financial management.
