The Ministry of Education and the Ministry of Finance unveiled the Advice of the Ministry of Education and the Ministry of Finance on Implementing the Education Quality and Education Reform Project in Higher Institutions in 2007,thus initiating the "quality engineering" project in higher institutions.After that,the Ministry of Education and other education administrative departments initiated the "quality engineering" project in higher vocational colleges.The "quality engineering" project in higher vocational colleges became the cornerstone of improving the content and quality of higher vocational colleges and promoting education and teaching quality.Based on a substantial amount of relevant literature,this paper first summarizes recent research results,both at home and abroad,of the "quality engineering" and scientific research projects.Currently,research on the management of the "quality engineering" project is insufficient,let alone innovative management approaches.In light of that,this paper takes Dongguan Polytechnic as a research sample,shining light on the current circumstances of “quantity over quality,lack of targeted research,underachieved efficiency targets,under regulated budget,etc.” during the establishment of the "quality engineering" project,and attempts to establish a metrics system for the evaluation and acceptance of the "quality engineering" projects by using modern project management methodologies like SMART and KPI evaluation.In addition,the "quality engineering" project is evaluated by fuzzy comprehensive evaluation method.At the same time,to overcome shortcomings in the traditional paper application,on-site review,manual management,etc.in the management of "quality engineering" projects,a diversified "quality engineering" information management platform with characteristics of higher vocational institutes is established to boost management efficiency and guarantee information management quality with digitally managed evaluation criteria.This paper serves to provide a new research perspective and a scalable template into the management of "quality engineering" projects in higher vocational institutes.
