Beginning in 1840 as a British colony,New Zealand's higher education system was gradually established and developed.Based on the influence of setter colonialism in New Zealand,this study combines the political,economic and cultural backgrounds to sort out the historical context of New Zealand's higher education development.Based on the theory of settler colonialism,this paper explores the dynamics that influence the development of higher education in New Zealand and constructs a dynamic model for the development of higher education in the country.During the colonial period,New Zealand's higher education was mainly composed of universities.It was established and developed on the basis of attachment and imitation of the United Kingdom.After independence,New Zealand's higher education entered a stage of expansion and transformation based on the needs of localization and the formation of new national identity.Vocational education,teacher education,higher education with Maori characteristics,and private tertiary education have all become important components of higher education.The study found that under the background of settler colonialism,the development of New Zealand's higher education was jointly affected by the combination of "depending on British tradition","pursuing independent development" and the "Maori complex".The characteristics and environment of New Zealand as a settler colonial country makes the three dynamics interact and integrate with each other throughout New Zealand's higher education.The degree of integration of different degrees determines the different forms of New Zealand's higher education in different periods.Among them,adhering to the British tradition and pursuing independent development,are the two main driving forces for the development of New Zealand's higher education.Before independence,reliance on British tradition was the main force,while after independence,pursing independent development became dominant.The Maori complex has a different impact on the various stages of New Zealand's higher education development as a secondary driving force.
