Since the end of the Second World War,with the rising and development of international organizations,scholars of international relations have made considerable progress in research on international organizations.On the study of international organization,interplay between different international institutions becomes an emerging issue.Some scholars' studies have focused on the characteristics of competition and cooperation in the interplay of international institutions,and made some explanation and analysis.However,there is still room for progress.Based on the current research of the interplay of international institutions,and based on the concept of "Orchestration" proposed by Kenneth Abbott and other scholars,this article tries to find out the key factors affecting the realization of orchestration among international organizations.I suppose that the consensus among member states on a certain issue and the decision-making rules of the international organizations as a target partner are the key factors affecting the ability of two international organizations to achieve orchestration.Based on the hypotheses presented above,the article examines two cases,in which,from the 1990 s,the International Labor Organization sought cooperation with international organizations such as the World Trade Organization and the World Bank to pursue social policies.By comparing two cases,this article finds that consensus among member states is an important factor affecting orchestration between international organizations.Since all member states have a consensus or a complete disagreement on a certain issue that does not exist in reality,this article does not focus on them and places more thoughts on a limited consensus.However,the limited consensus among member states is not always easy to emerge,it needs to take advantage of political opportunity structure.In this article,it concretely manifests itself as the international political and economic situation that changes with the rise and fall of neo-liberalism.If the consensus among member states on a certain to issue is limited,then the decision-making rules of the international organization as a target partner that are mainly expressed in the WTO's consensus model based on the“one country,one vote” and the model of qualified majority of the World Bank will make an important difference on whether the orchestration can be achieved.The consensus model based on “one country,one vote” provides institutional legitimacy for the expression of disagreement,and ultimately the orchestration between the ILO and the WTO has not been achieved;otherwise,the model of qualified majority provides the consensus reached between the Western powers and the major developing countries with the legitimacy of the institution,and ultimately led to the realization of the orchestration between the ILO and the World Bank.
