Research On Employment Guarantee Policy Of Landless Farmers In Hanoi City During The Process Of Urbanization

Vietnam city to accelerate the process of greater demand for land,land and property rights in Vietnam belong to the whole people,the state has the right to dispose of land in land expropriation,to meet the needs of city development will be the emergence of a large number of landless peasants,if this part of the group after losing no employment transfer effectively,without living security it will lead to many social problems,this article through to the Hanoi city farmers employment security policy analysis,find out the policy itself and the problems in the implementation of the policy,hoping to improve the landless peasants to provide better employment security.In the process of research,we consulted a lot of documents,related policies and government reports about Vietnam’s landless peasants,so as to provide theoretical support and factual basis for the study.Firstly,combing the relevant policy on Vietnam farmers losing land in Hanoi city employment security,explain the farmers policy framework;and then through the questionnaire survey of landless farmers in Hanoi city for empirical research,from the lost income level,employment situation,employment adaptability and satisfaction,to accept employment service and other aspects of the evaluation of Hanoi city some of the land expropriated farmers’employment and living situation,find out the shortage of Hanoi municipal government in the employment of landless peasants protection;and then analyzes the causes of these problems,mining employment security policy implementation reasons for poor effect.Finally,based on the analysis of foreign experience and reasons,we put forward two suggestions for improving the employment security policy of landless farmers from the following aspects:policy formulation and policy implementation.The conclusions of this study:the Hanoi city farmers employment security policy to promote employment play a certain effect,but there are many shortcomings,as follows:the employment of landless peasants in single form,lack of employment opportunities;landless peasants lack of effective employment occupation training;landless peasants cultural level and professional level is low,the difficult employment of landless peasants;the lack of employment security and so on.The main reason is that the policy itself is not perfect,the government’s implementation is not in place and the corresponding supervision mechanism is lacking.This paper also puts forward the corresponding policy recommendations from these aspects.
