The Study On Employment Guarantee Policy Of Land-lost Farmers In Xiang'An District, Xiamen City

In recent years,China has accelerated its urbanization process.At present,xiamen xiang'an district related land acquisition policies,mechanisms,employment security management lags behind.Most farmers lose their land and become "three no" farmers.No land,no job,no living allowance.They live on the edge of the city and become a new vulnerable group.Xiang 'an district is the youngest administrative region of xiamen special economic zone.At the same time,farmers lose their land and a series of problems arise accordingly.In this paper,the general characteristics of the land-lost farmers in xiamen xiang'an area and job security policy under the background of research,defines the "farmers","job security" and "land development rights" concept,to develop research route,government function theory of public management and public service theory,and the literature research method and experience for reference,the xiamen xiang'an area farmers job security policy has carried on the detailed analysis of argument,including the land-lost farmers endowment insurance policy,land compensation policy and life support content of inquiry.We will make strategic adjustments to the structure of agriculture and rural economy through the "overall planning between urban and rural areas",strengthen the competitiveness of agriculture,open up new space for rural economic development,and open up new ways for farmers to increase their incomes.Therefore,some farmers lost land has become an inevitable historical development,but also become the needs of the progress of The Times.Leaving the land rationally is not only in line with the wishes of the government,but also the wishes and requirements of most farmers.Urbanization is conducive to the prosperity of farmers and narrowing the gap between urban and rural areas.However,in the actual situation,it should also be recognized that when farmers lose their land,it is the "historic moment" when the government guides farmers to establish a long-term foundation for life.Land is the lifeblood of farmers.After a large amount of land is requisitioned,we should do a good job in compensation,and take into account the economic sources and employment security of land-lost farmers in the future.Therefore,this paper deeply analyzes the problems and reasons of the employment security policy for land-lost farmers in xiang'an district,xiamen city,and explores the countermeasures to improve the employment security policy for land-lost farmers in xiang'an district,xiamen city,so as to guide,restrict and standardize the government behavior and improve the government employment security policy.In the existing studies,researchers still have many different opinions on the content,responsibility division,mechanism operation,development direction and how to use the existing resources of land-lost farmers,and summarize the research on the definition of employment security,problems existing in policies and solutions.
