The 19th cpc national congress pointed out that entering a new era,the main contradiction in our society has been transformed into people’s growing need to better life and unbalanced contradiction between the full development of the proposed new requirements for the main social conflicts in the transformation of China’s sports development,to solve the supply problem of inadequate public sports service people centered,the development of sports.Mass sports events because of its strong entertainment,participate in a wide range and has good body-building effect,is an important way for Chinese government to realize public sports services,sports services increased synchronously,loved by the masses of the people in the supply of quality and quantity,not only conducive to the implementation of sports power construction,practice at the same time to carry out the mass line,has the irreplaceable role and significance for the development of community sports in our country and people’s entertainment and cultural life.In this study,the government purchased the 2nd Square Dance Competition of Shanghai service quality as the research content,by using the method of literature,questionnaire,mathematical statistics,expert interviews and other methods,based on the development of government purchase of the second session of the Shanghai city square dance contest made visits to research,and to understand the second session of the Shanghai city square dance competition status of service quality problems and factors,and tries to sort out the basic connotation and background of government governance theory to buy mass sports features and functions,and with reference to advanced experience and advanced areas of government purchase of public sports service,the author puts forward the basic countermeasures and path to improve the government of Shanghai to buy second square dance contest service quality.The results show that,after the government buys the 2nd Square Dance Competition of Shanghai,it satisfies the sports needs of the participants in the square dance movement to some extent.The overall quality of the participants’perception of the competition is moderate,and the practice of the government purchase square dance events has been effective,but the participants are expected to take the expected suit.There are still significant differences between service quality and perceived service quality.In the process of the government’s purchase of the 2nd Square Dance Competition of Shanghai,there are still many problems,which impede the promotion of its quality of service,mainly:the lack of innovative consciousness and humanistic concept of the subject of undertaking,the need to strengthen the service of characteristic innovation;the narrow participation of social forces in the competition level of social enterprises;The division of division of labor is not clear,the overall service quality of the competition needs to be improved;the evaluation of competition service and the absence of feedback mechanism,the competition supervision service need to be perfected;the square dance coaches and professional guidance are not available;the square dance events participate in the single crowd,and the cultural attraction is slightly insufficient.There are six main factors restricting the improvement of the service quality of the 2nd Square Dance Competition of Shanghai,including the social factors leading to the administration,management system factors that are not divided,service environment factors,auxiliary service factors,service personnel factors,individual differences attribute factors and so on.In view of the main problems and influencing factors in the development of the second Shanghai square dance competition,and on the basis of the common characteristics of the advanced areas to buy public sports services,the basic countermeasures for improving the service quality of the mass sports events of the government are proposed from seven dimensions:Mass Sports The competition is the breakthrough point for reform,set up a new concept of service run competition,optimize the public bidding work of mass sports events,attract the participation of social enterprises,strengthen the division of labor in the functional departments of mass sports events,optimize the operation path of the competition,perfect the third party evaluation and supervision mechanism for the government to buy mass sports events,and promote the service of the competition.The promotion of the level,relying on the four platforms of social workers,project funds,colleges and associations,building a scientific project guidance system,actively seeking cooperation with authoritative media,creating a joint competition system,enriching the cultural core of mass sports events,and meeting the cultural demands of many groups.
