Research On The Problems And Countermeasures In The Implementationof Self-enrollment Policy In Colleges And Universities

In 2003,the Ministry of Education promulgated the policy of self-enrollment in colleges and universities,and started the pilot program for independent college enrollment in ordinary universities.For over a decade,the development of self-enrollment in ordinary colleges and universities in China has been concerned by many aspects of the society.The number of pilot universities has increased from the first six years to 90 now,and the number of applicants and the number of enrolled students have also increased significantly.Self-enrollment pilot colleges and universities in the process of implementing the independent admissions policy,are also continuously innovating assessment admission methods,improve examination admission methods,enhance the fairness,fairness and transparency of independent enrollment.Independent enrollment is an important reform that is implemented in response to the requirements of quality education and self-sponsored education.It is a great practice for cultivating innovative talents in the new era.However,at the same time of rapid development,the problems caused by the implementation of the independent enrollment policy have also led to people's discussion.Does the independent enrollment policy really serve the purpose of selecting innovative talents and special talents?Is the selection criteria reasonable?Does the selection method guarantee the fairness,fairness,and transparency of self-enrollment?Did the pilot universities' autonomy in the implementation of self-enrollment policies be used well?The problems existing in these realities need to cause the administrative departments of education,especially pilot universities,to attach great importance and reasonable solutions.In this paper,since the implementation of the independent enrollment policy in Chinese universities,the main problems in the implementation process of the independent enrollment policy are the subjects of the study.The main manifestations and causes of the problems in the implementation of the independent enrollment policy are discussed.Comprehensive enrollment is proposed using relevant theories.Policy implementation suggestions.The article is composed of five sections.The first chapter expounds the background and research significance of this topic.It reviews the academic development related to the content of this article at home and abroad,and introduces the research ideas and methods used in this research.The second chapter focuses on clarifying the related concepts of independent university enrollment policy,the theoretical basis of independent enrollment policy,and the main modes of enrollment policy implementation.The third chapter systematically collates the status quo of China's current implementation of independent enrollment policies,and starts from three dimensions:implementation effectiveness,existing problems,and cause analysis.The fourth part introduces the operating experience of independent enrollment mode in foreign universities,and selects U.S.universities and U.K.colleges and universities as examples for reference by Chinese universities.Finally,from the perspective of further improving the college enrollment system that integrates unified recruitment and multiple recruitment,guaranteeing university autonomy in the implementation of independent enrollment policy,perfecting the talent selection mechanism,and setting up a professional self-recruitment examination organization to explore the"separation of recruitment exams".Intensified efforts have been made to improve and optimize the implementation process of independent enrollment policies in China's colleges and universities.
