Research On Implementation Of College Independent Enrollment Policy

The concept of independent enrollment is derived from the college entrance examination system.Due to the importance of the college entrance examination and the wide range of interest groups,independent enrollment has received particular attention and has always been controversial since its establishment.Especially since Opinions on Deepening the Reform of Examination Enrollment System was published by the State Council,colleges and universities have actively implemented their spirits and promoted the reform of the enrollment examination system for classified examination,comprehensive evaluation and multiple admission.Independent enrollment has also been given a broader meaning and more significant mission.Therefore,in-depth study of issues related to self enrollment and its realistic contradictions will be conducive to achievement of the goal of national education policy and the long-term development of higher education in China.This paper sets out the starting point of the policy concept differentiation and the policy goal induction,based on the actual research status of S Province,the research framework of finding deviation points and putting forward the correction strategy is put forward.This paper is divided into five parts,the first part mainly introduces the research origin,current situation,significances and research methods.The second part is mainly the induction of policy objectives.Through the combing of independent enrollment policy and the discussion of the unique value of independent enrollment,this part further summarizes the three policy goals of independent enrollment in our country.In the third part,through the investigation and analysis of the three universities in S Province and the comparison of the policy objectives in the second part,it is found that the current independent enrollment is characterized by the limited autonomy of colleges and universities,the deviation from the original intention of talent selection,the weakening of quality-oriented education,the fairness is being questioned and other issues.The fourth part makes attribution analysis that corresponds to the problems in the third Part from the four aspects of text expression,division of powers and responsibilities,interest game,and supporting mechanisms.The fifth part puts forward four aspects of the rectification strategy according to the causes,including text expression of normative policy,clarifying the responsibilities of stakeholders,improving the system of selection and training,and forming the "Trinity" supporting mechanism.Through the research on the related issues of independent enrollment policy,the author hopes to make meager contribution to the perfection of the examination admissions system in our country.
