Research On The Implementation Of Harbin Compulsory Education's Nearby Admission Policy

Education is an important cornerstone of national rejuvenation and social progress,and a moral and political project that benefits from the present and benefits from all ages.The examination enrollment system,as a basic education system in our country,directly affects the future and destiny of students and is related to the vital interests of tens of thousands of families.As one of the specific forms of the examination enrollment system,the nearby enrollment policy has an important role in allocating various educational interests and promoting educational equity.In order to ensure the fairness of local education,Harbin municipal government has formulated a series of policies around the relevant principles of exemption from entrance examination and admission to nearby schools in the compulsory education enrollment policy,aiming to ensure that the majority of school-age children can enjoy equal educational opportunities.However,during the implementation of the policies,there are always problems such as unbalanced supply of educational resources and opaque educational information,which have seriously affected the implementation effect of the nearby admission policy.By defining the basic concepts of compulsory education and nearby enrollment policy,and taking the policy implementation system model,public policy theory and educational equity theory as the theoretical basis,this paper systematically analyzes the relevant policies on nearby enrollment of compulsory education issued by Harbin from 2014 to 2019.This paper studies the implementation status of the nearby enrollment policy of compulsory education in Harbin city,and analyzes the problems such as the aggravation of the conflict between the interest subjects,the opacity of the implementation process,the high additional cost of the implementation of the policy,and the low recognition of the policy object.By drawing on the excellent experience of Paris,France,Hokkaido,Japan,Qingdao,shandong province and ordos,Inner Mongolia in implementing the nearby enrollment policy for compulsory education,and get inspiration from it,It is proposed that Harbin City should improve the content and regulations of the nearest admission policy,build the government's responsibility mechanism for the implementation of the nearby admission policy,improve the implementation process of the nearby admission policy and improve the environmental atmosphere of the implementation of the nearby admission policy.
