With the compulsory education free universal, promoting balanced development of compulsory education to improve public satisfaction with public services become the main task of compulsory education. In order to promote the balanced development of compulsory school, get rid of the school choice problem, solve the low-income urban families and children of migrants compulsory school difficult problem, ensure school-age children and adolescents equally access to compulsory education, we must earnestly implement the nearby enrollment policy, and effectively protect the rights of citizens to receive education. At the present stage interregional, interschool compulsory education development is not balanced, urban low income family and floating population children accept the compulsory school still difficultly, dual differentiation of urban and rural education, school district housing issues highlighted, the implementation of the nearby enrollment policy at a certain extent has been questioned and opposed. The nearby enrollment policy should be how to adjust, improve and implement in order to create a good admission order, to achieve the ontological value policy? In recent years, Chinese scholars analyze and study the nearby enrollment policy from different perspective, put forward the corresponding countermeasures, provide a lot of reference and inspiration to the follow-up study of this topic. In the paper, based on the context of the social stratum of our country increasingly differentiated and the allocation of educational resources is not balanced, through the investigation and analysis of the implementation of the nearby enrollment policy in X district of C city, to analysis the current situation and problems of the nearby enrollment police in city and put forward the corresponding solution, so as to improve the nearby enrollment policy, better to safeguard the citizen’s education benefits, promote compulsory education fair construction.Through the investigation of X district of C city,I have found city C district according to the three counterparts principle and the integration system is now fully implemented in the nearest school policy. But in the implementation process there are many problems and shortcomings, main performance: the lack of democracy in the formulation and promulgation; scribing rules is not clear;inter school education gap too large cause the school district housing problem; floating population children accept compulsory education is weak; underclass education demands have not been solved. The causes of these problems lie in: the policy articles of the nearby enrollment policy are general, the lack of democracy; resource game with the increase of the number of migrant school age children in the process of implementation; the environmental pressure of policy implementation: weak social stratification in the context of increased class education demands expression ability limited、key school policy cause choice of social psychology、allocation of educational resources is not balanced; supervision, assessment system is not perfect and so on. To sort out the expression to crack the nearby enrollment policy implementation of these issues should be:(1) scientifically, reasonably to formulate the policy articles of the nearby enrollment policy;(2) establish and improve the supply and coordination mechanism of educational resources;(3) to create a good environment for the implementation of the nearby enrollment policy;(4) to establish and improve the implementation of the nearby enrollment policy co-ordination management, supervision, evaluation mechanism and so on.
