Research On The Performance Evaluation System Of Special Funds For Basic Capacity Construction Projects In Colleges And Universities

In recent years,China’s higher education by leaps and bounds,expanding the size of schools,the national government focus on higher education continues to increase,the government invested a lot of financial support in various construction projects.In order to coordinate the development of the national education,promote the education of the central and Western Colleges and universities,make the strength of a number of undergraduate colleges and universities in the central and western regions have been greatly improved.In 2012,the national implementation of the western university infrastructure construction project,the amount of investment in central and local relevant departments of colleges and universities infrastructure projects continue to increase,special funds for basic ability construction of university performance evaluation is to ensure that the university can reasonable use of these special funds,optimize the use of funds structure,so as to guarantee the important way to realize the goal of higher education.At present,the performance evaluation of capital construction in Colleges and universities is mainly based on expert evaluation method,so it is necessary to explore and perfect the method of performance evaluation of special funds for basic ability construction in Colleges and universities.Based on normative analysis using the system analysis method,from a practical point of view,in the infrastructure construction of special funds as the research object,and analyzes the current research status of domestic and foreign university special funds and the existing problems,further elaborated the status quo and problems of special funds performance evaluation based capacity construction of Colleges and universities,and the performance of university the basic ability of special funds for the construction of evaluation system optimization.Based on systematic analysis method,AHP straightens out the basic ability of university construction special funds performance evaluation method,and improve the index system of special funds infrastructure construction in Colleges and universities,to determine the index weights of the index funds based performance evaluation system in the ability construction of colleges and universities,using scientific methods to improve scientific and accurate evaluation results,which provides a certain reference for the special fund performance evaluation methods and evaluation system research.Finally,a university in Sichuan Province as an example,using AHP method to determine index weight and index system,calculated by the linear weighting function is obtained after the final numerical evaluation results;at the same time,using expert scoring method to the basic ability of special funds for the construction of the performance evaluation,system analysis method and expert evaluation method the results of a comparative analysis,Draw the following conclusions: the improved evaluation system using AHP method to determine the weight of each index is more scientific and reasonable,we can see that compared with expert scoring method,using the numerical evaluation method of analysis system in performance evaluation of university infrastructure construction special funds,financial funds and benefits to achieve two more weight index high in the performance of university infrastructure construction funds in the evaluation of these two indicators to receive more attention.Therefore,in the performance evaluation,using the scientific system analysis method to say that the evaluation structure is more scientific and reasonable than the expert scoring method,which can provide more reference for the follow-up evaluation results.
