College students' sports associations is the stage of after school physical training and activities, which is also an important part of the extension of physical education from on class to after class. It is one of the important approach to achieve school physical education goals. This article therefore investigated the current situation and characteristics of students' sports associations in Harbin's ordinary colleges and universities, and analyzed the main factors that restrict the development of students' sports associations in Harbin's ordinary colleges and universities, especially for winter sports clubs.Ordinary colleges in Harbin should combine its regional and climate characteristics to give a full play to the “ice and snow world”resource advantage and to explore the development path of the winter sports club. Not only could this promote the healthy development of sports associations in ordinary colleges, but also has an important significance for the achievement of “300 million participants in winter sports” goal.By using the method of document data, questionnaire survey, interview and mathematical statistics, this paper analyzed the current development status of students' sports associations of 17 ordinary colleges and universities in Harbin.Status and characteristics of the analyzed clubs as follows: First, clubs are formed spontaneously under the unified leadership of the party committee of the school, the number of clubs is increasing year by year, and the “two polarization” trend of the form of club management is obvious.Participant number and club scale are mainly of medium level, which is related to the type of project and the form of activities. The members of the club are mainly students(88.7%)of the first and second grades, which has a serious loss for the conflict between studying and training and the problem of ground and apparatus.Secondly, students are more motivated to participate in club activities, and participation motivation is varied, which is accord with the small number of people who do not often attend to club activities.Students are more satisfied with the activity of the club, with only 7.7 percent dissatisfied.Third, club projects are varied, the most popular ones are ball games, which is followed by fitness and dance classes, martial arts etc.Only few schools carried out winter sports associations. This phenomenon is associated with the motivation of students to participate in community activities. The activity frequency of the club is 1-2 times per week. The form of activity is relatively simple.Fourth, activitysite of the club is mainly provided free by the school, the equipment is mainly provided by themselves. The channel of the funds of the club is single, the consumption level of the members is not high, and is mainly formed by materiality expenditure. The paper also analyzes the factors that restrict the development of students' sports associations in Harbin's ordinary colleges and universities.First, leadership of the school and related departments paid not enough attention, policy and financial support are limited.Secondly, the concept of students in sports and fitness lags, the phenomenon of “Emphasis on intellectual education and contempt of sports” is still widespread.Third, the equipment and site supply is in sufficient.Fourth, the number of club guidance teachers is limited. The end of the paper is the analysis of the factors that restrict the development of students' winter sports associations in Harbin's ordinary colleges and universities.First, the lack of equipment and site for winter sports in the school affected the number and the activities of the associations.Secondly, the potential safety hazard of outdoor collective activities and the occurrence of winter sports injuries resulted to the decrease of motivation for the school and teachers' organizations.Third, some schools use social snow and ice resources to carry out activities, leading to inconvenient traffic travel and high expenditure, which caused low enthusiasm of students to participate in winter sports clubs. This paper also proposed the development path of winter sports clubs: First, deepen the reform of physical education, consummate the setting of physical education courses, combine the regional, climatic features and the actual of schools in Harbin, carry out winter sports courses to meet the students' demand for winter sports.Secondly,by carry out the activities of volunteer service of major winter sports events to arouse students' enthusiasm and activeness to participate in winter sports.Third, focus on the development and integration of ice and snow resources, make full use and share use of social snow and ice fields to satisfy the need of winter sports association activities.Fourth, establish and perfect the risk prevention measures and mechanism of winter sports association activities to reduce the risk of winter sports injuries and accidents.Fifth,to provide physical education teachers with the opportunity to attend winter sports professional training and further education, improve the overall quality and professional competence of teachers.
