Since the 1980s, with the coming of information era, and knowledge society, higher educationplays a more and more important role in the development of economy. At the same time, it bearsmore and more social expectations and has been the core of social life. However, since highereducation came into the stage of mess development, due to the lag of system reform andinstitutional building, more and more abuses have appeared. The work performance ofadministrative departments of higher education has aroused wide concern of all circles of thesociety. Many problems exit in the process of performing duties for administrative departmentsof higher education, such as the improper management and the inefficient administration; theinsufficient democratic and scientific decisions; the shortage of service consciousness andquality; the low quality of officials and so on. All these problems need to draw experiences fromthe current administrative accountability system, to build accountability system which is aimedat administrative departments of higher education and to supervise and call to account of officialseffectively so as to make the officials to pay the price for their own behaviors.This paper takes the subject of administrative accountability system of Chinese highereducation as research object. Based on the related theories about administrative accountability,accountability system, educational administration accountability, subject of administrativeaccountability, stakeholders and implementation of accountability system, it constructed atheoretical frame for the research of the subject of administrative accountability of highereducation. Based on the investigation and exploration of the practice, it analyzed the problems ofthe subject exit in the implementation of administrative accountability of higher education. Afterdrawing the experiences from the research of the subject of administrative accountability ofhigher education abroad, it proposed the corresponding suggestions. This paper contains thefollowing five parts:Part one: introduction. This part mainly introduced the research background, research purpose,research content, literature review, research meanings, research thoughts and research methods ofthis paper. In literature review, in the core of“the subject of administrative”,“accountabilitysystem of educational administration”,“the related policies and regulations”and so on, itclarified the theoretical values and practical meanings of this research.Part two: outline of the related theories of the research of the subject of administrative accountability of Chinese higher education. It clarified the concept of administrativeaccountability, administrative accountability of education, subjects of administrativeaccountability stakeholders and so on. And it classified the subjects of administrativeaccountability of Chinese higher education and discussed the related theories of this paper.Part three: the role and problems of the subject of administrative accountability of Chinesehigher education. It investigated the role of the subject of administrative accountability ofChinese higher education played currently through the method of interview and analysis, andpointed out the causes of its abuses and problems.Part four: the enlightenment of accountability system of foreign higher education. It mainlydiscussed the establishment of the subject of administrative accountability of USA, UK and thesignificance in China.Part five: number of recommendation to improve the subject of administrative accountabilityof Chinese higher education. This part is mainly aimed at the disadvantages of the estabalish andfunction of the subject of administrative accountability of Chinese higher education. and theproblems exist in the process the role been played. Based on the foreign experiences, it proposedseveral suggestions on improving the subject of administrative accountability of Chinese highereducation.
