In recent years,the development of soccer referees in Shandong province has slowed down,and the gap in referees' professional level and overall quality is widening between Shandong province and other major provinces and cities.In order to find out the reasons why the soccer referee team is lagging behind at present,seek countermeasures for further development and adaptation to the reform of the soccer Association,and improve the overall level of the referee team as soon as possible,the author has made an in-depth survey and analysis of the development of Shandong soccer referee team,including its basic conditions,referees' professional level,referees' law enforcement motivation and challenges,finding out the underlying factors that affect the development of the team and provide useful reference for the sustainable and healthy development of the team.The main findings are as follows:(1)It is found that the development trend of soccer referee team in our province is not very optimistic at present.Although it has some advantages in the aspects of theoretical knowledge,physical ability and sport competition experience,there are still some problems that need to be solved,such as the small number of referees,unbalanced gender ratio,age structure and local distribution,foreign language proficiency,the coverage and sessions of law enforcement.Moreover,there are some difficulties in law enforcement practice.(2)There are many factors that affect the development of referees in our province,among which the main problems are as follows: the number of senior referees is seriously short;the development of referees in different cities across the province is not balanced;the overall English level of referees is relatively low;referees at all levels have too few and very uneven sessions throughout the year;there is a lack of standardized training and management mechanism.(3)At present,it is proposed that we should constantly improve the management system and working mechanism,further improve the overall professional quality and professional ethics,speed up the cultivation of reserve forces and echelon construction,and highlight the training,examination and certification work of elite referees in the future.Only in this way can we ensure a sustainable and healthy development of soccer referee team in our province.
