Along with our country's higher education moves from the popularity to elites, the performance evaluation of university also enters into a brand-new development phase. When facing the internal environment and the external environment change, which performance evaluation tool the university should use, in order to achieve the strategic target, and maintain the competitive power day by day in the complex school activity. This question becomes more and more prominent in the reality, which is affecting university's long-term development directly. In recent years, the education department of the government and a lot of social intermediary organizations utilize the different performance evaluation index system to evaluate the university's quality. The benefit takes turns according to, on the one hand the conclusion becomes the reference which invests how many to the university, on the other hand also becomes the important reference of the society to choose the university. However, most of the index systems for evaluation are unilaterally, only to inspect the personnel training level of university, which has no involved the social service ability, the interior operation condition of university and the production transformation of cultural and science and technology product is a lag-evaluation. The author believes that we must profit from seeking to make a profit organization's performance evaluation tool in order to cause performance evaluation reform of university to obtain the new breakthrough.In the foundation of absorbing the domestic and foreign performance evaluation achievement about university, this research integrates the theories and methods of the balanced scorecard and system dynamic effectively, to study systematically the performance evaluation system of university based on dynamic balanced scorecard. Firstly, this paper analysis the current situation, induct the existence problems in the performance evaluation of university, and has designed a set of more complete performance evaluation indicator system and strategy map of university combining"the evaluation indicator system of the work level of the undergraduate course teaching in general university". Secondly, in view of the insufficient of present performance evaluation method of university, the paper brings up the way that integrating balanced scorecard into system dynamic, with which to establish the case school HUST university's dynamical balanced scorecard model, helped the manager understanding and diagnosing the achievements under the current environment. Finally, it simulated the improved strategy, observed their effect and chose the best strategy, thus truly provide the technical support for the manager made the performance improvement.
