The twenty-first century is an era of knowledge economy, human capital as a carrier of knowledge is becoming increasingly important. The university as the cradle of human capital, how to improve the management level has been more and more attention, so performance evaluation of university has entered a new stage of development. In recent years, evaluation of education has made great leaps in China. But the current performance evaluation system of university has lots of problems, such as divorced from the strategic mission, assessment incomplete, the multiple causal links between indicators also can not be reflected. In order to solve those problems, this paper learned from for-profit organization’s performance evaluation tools, and improved it to meet the needs of non-profit organizations such as university.This paper digested and absorbed the performance evaluation results of domestic and foreign universities. First of all, this paper integrated the university performance evaluation, balanced scorecard, and system dynamics theories and methods effectively, and then clarified the context. Secondly, this paper analyzed performance evaluation system of university, and summarized all of the problems. In order to solve those problems, this paper proposed dynamic balanced scorecard, which combined the balanced scorecard and system dynamics theories and methods, and discusses the possibility of performance evaluation system is applied to university. Subsequently, take the BJFU University as an example, according to the strategic mission of the school, etc., in accordance with the basic idea of the balanced scorecard, with analysis of relevant literature and survey methods; determine the balanced scorecard index system, and use AHP to determine the index weight at all levels. Finally, reference the system dynamics thinking and methods, through analysis the causal feedback relationships between indicators in all levels, construct a dynamic balanced scorecard of BJFU University. In order to help managers conduct a comprehensive performance evaluation of dynamic activities and provide reference for relevant universities’performance evaluation.
