In recent years,the Chinese government attaches great importance to the development of higher vocational education.A series of policies and regulatory documents were introduced to promote the development of higher vocational education.And it has achieved significant results.But with China's economic transformation and industrial structure change,the development of vocational education ushered in new opportunities and challenges.To make the vocational education better serve the regional economic development,new ways are actively explored by the government and vocational colleges.The concept— " Combining Production with Learning " — has been formed social consensus in various fields.Higher vocational education development must take the path of "Combining Learning with Production" education.The ministry of education documents put forward a series of measures such as "combining production and education,achieving synergy between colleges education " to improve the quality of personnel training."Production & Education" simply means the depth fusion of higher vocational education and industrial development.Higher education services for industrial development and the development of industry promotes in higher vocational education.Government has played a crucial role in how to promote the different areas' development —higher vocational education and economic sectors.Therefore,a research on the role of government in the development of higher vocational college education fusion is particularly important.In this paper,the government functions in higher vocational colleges' education were put as the research subject.The paper consists of five parts.The first part—introduction—mainly shows the background,significance and methods of the research and the related concept definition in research both at home and abroad.The second part is the factors affecting the integration of production and education in higher vocational colleges.The connotation of “Production and Education” was expounded from macroscopic and microscopic aspects and the current model of “Production and Education” in China was classified in this part.Then the main factors were analyzed which affecting the integration of production and education in higher vocational colleges.In third part,the relationship of the government,the market and the higher vocational education was analyzed.The domestic and foreign researches were analyzed to clear the government function in development of higher vocational college's education and production combination.The present situation of how local government promotes the integration of teaching and learning in higher vocational colleges was researched in the fourth part.Gansu province was taken as an example to analysis the current situation of higher vocational college education fusion development and the role of Gansu province played in higher vocational colleges' production & education.In the final part,the countermeasure of government to promote the integration of production and education in higher vocational colleges was researched.Governments were suggested to strengthen the functions of the national government,establish the "combing production and education" education system mechanism in higher vocational colleges.For local governments,measures should be taken to explore the common development,achievements and new path of talents training,such as creating favorable external environment for the development of "education and production",concentrating on upgrading the regional vocational education resource allocation,strengthening coordination and overall planning,setting up the integration platform of production and education,etc.
