Research On The Current Situation And Strategy Of Promoting The Integration Of Industry And Education In Higher Vocational Education In Gansu Province

The integration of industry and education is an important way for the high-quality development of higher vocational education.Since the General Office of the State Council issued "Opinions on Deepening the Integration of Industry and Education" in 2017,all provinces have actively promoted the integration of industry and education and achieved certain results.What is the current situation of the integration of higher vocational education in Gansu Province? What difficulties and problems exist? How to improve it in the future? It is of great significance and value to further promote the integration of higher vocational education system in Gansu Province,to improve the quality of higher vocational education in Gansu Province and to achieve the goal of "Skillful Gansu".Based on the "Opinions on Deepening the Integration of Industry and Education" issued by the State Council,this study systematically analyzed and explained the current situation of promoting the integration of industry and education in Gansu Province based on the "triple helix" theory,using literature collection,fieldwork,group interview and individual interview,and other methods.At the same time,the problems existing in the process of promoting the integration of industry and education in higher vocational education system in Gansu Province were studied.The study found that there are some problems in Gansu province in promoting the integration of higher vocational education system,such as the poor enforceability of some policy contents,unclear division of responsibilities for the integration of education and industry,weak implementation by municipal and state governments,low enthusiasm of enterprises to participate in the integration of education and industry,insufficient investment of enterprises,insufficient communication between school majors and curriculum settings and enterprises,and insufficient guarantee of internship and training conditions.The main reasons for this are the lack of feedback mechanism for the evaluation of the policy of integration of industry and education;the failure to establish a complete and orderly supervision mechanism and coordination mechanism;the lack of attention to the policy of integration of industry and education by the municipal and state governments,the lack of motivation for implementation,and the weak execution;the large number of small and medium-sized enterprises,the lack of obvious advantages of industrial clusters,and the small number of influential and high-quality enterprises;the different value orientations of schools and enterprises,and the unsound two-way integration mechanism of both sides,etc.These factors seriously restrict the integration of industry-education in higher vocational colleges in Gansu Province and need to be improved.According to the "triple helix" theory,this study suggests that in the future,the government,enterprises and schools should make concerted efforts to further promote the integration of industry-education.At the government level,according to the organizational characteristics of enterprises and schools,such as "loose connection" and "temporary organization" in the integration of industry-education,the implementation rules of the policy of integration of industry-education should be introduced,the cooperation mechanism of schools and enterprises should be strengthened,the rights and responsibilities of the main bodies of integration of industry-education should be refined,and the supervision of the implementation of the policy of integration of industry-education should be increased.The supervision of the implementation of the integration policy should be increased.At the level of enterprises,they should raise awareness,enhance the sense of social responsibility,and increase the investment in the integration of education and industry.At the level of schools,they should enhance their initiative,strengthen communication with enterprises,and further enrich the resources for internship and practical training.
