A Case Study Of Henan Province On Promoting The Integration Of Production And Education In Vocational Colleges By Local Governments

With the development of economy and society and the transformation and upgrading of industry,China’s higher vocational education has entered a golden age,and is constantly facing new opportunities and challenges.In order to realize the regional economic development of vocational education,promote the reform of human resource supply side structure and improve the level of vocational colleges,local governments and vocational colleges actively explore new development approaches of vocational education.It is an important way to deepen the reform of vocational education to realize cooperative education through the integration of industry and education.To deepen the integration of industry and education,enrich the teaching resources of higher vocational colleges,enhance the competitiveness of enterprises in scientific research,promote the overall progress of regional economy,and achieve the goal of multi-win is not only a necessary way for the reform and development of higher vocational education,but also an important content of transforming and improving the functions of local governments.Taking Henan Province as an example,in the process of local government promoting the integration of industry and education,some problems have also been highlighted.For example,the lack of special fund support for the integration of industry and education makes it difficult for most cooperative projects to be carried out in an in-depth and sustainable way;all kinds of social groups have limited acceptance of the integration of industry and education,so the positive practical significance of the integration of industry and education cannot be properly considered;in the implementation of the industry-education integration project,there is a lack of specific policy documents to divide the rights and responsibilities of various subjects involved in the industry-education integration,and there is a blind spot of supervision;there is no unified index system and specific supervisory department to evaluate the benefits of the integration of industry and education,and there is no long-term stable management mechanism.These problems cannot be solved by the coordination of schools and various social organizations alone,but more importantly,the government needs to play more functions,carry out corresponding top-level design and complete publicity guidance,and promote in-depth production-education integration in higher vocational education in Henan Province.This research at home and abroad to learn about the higher vocational education the fusion between production and education literature,on the theory of public administration,through depth interview,case analysis methods,higher vocational colleges of henan province to carry out the convergence and local governments to promote education in higher vocational colleges in henan province made concrete analysis the present situation and problems of integration.At the present stage,local governments have carried out top-level design,provided financial support to,promoted the establishment of industry groups and coordinated the reform of talent supply side.In order to solve the local government in Henan province to promote the integration of vocational colleges production and education for the purpose,by learning from the domestic and foreign governments to promote the integration of vocational education practice experience,put forward that the local government can improve and implement the policy system from providing legal guarantee;Strengthen the coordination of functional departments of the government,overall planning of resource supply;To guide and give play to the power of industry groups and improve the efficiency of the industry;Suggestions include strengthening public service functions and establishing an efficient and complete service platform.
