In order to integrate rural educational resources,China has made school layout adjustments.Although the adjustment of layout has promoted the development of rural education,small-scale schools in rural areas are still the weakest link in basic education.The development of small-scale schools in rural areas in China is a realistic requirement for the balanced development of urban and rural education,and it is also an urgent need for education reform.Russia has carried out school structural adjustment in order to develop rural schools.After 10 years of school structural adjustment,Russia has increasingly realized that the development of small-scale schools in rural areas is of great significance to the development of rural and even national education.The Russian Federation and the federal entities take active and effective measures to develop small-scale rural schools.This article hopes to learn from the development strategies of small-scale schools in Russia and learn useful experience from them to promote the development of small-scale schools in China.The outflow of population due to the vast territory of Russia,its sparse population and rural economic backwardness is the main reason for the large number of small-scale schools in rural areas.These rural schools face severe development difficulties.In 2001,the Russian Federation government promulgated the “Russian Reform Concept of Rural School Structure”,which has had a tremendous impact on the development of rural education in Russia.The main policy makers and educators attempt to scientifically and reasonably "remove" or "consolidate","adjust" or "increase" rural schools on the basis of concentration and cooperation,so as to develop backward rural schools.The fate of small-scale Russian rural schools in the process of school structural adjustment is very turbulent.The persistence of small-scale schools in rural areas is a persistent issue in rural education.The maintenance of tradition and the need to change the game between the two camps are mutually beneficial.The forces of withdrawal and non-reconciliation are shifting.Russia's school restructuring has optimized educational resources in rural areas and eased the problem of unbalanced education development in rural areas.Just because of the reform of economic rational values,although the educational resources of rural schools have been integrated to some extent,some new problems have emerged since the reform.Russia recognizes that the development of small-scale rural schools plays an important role in the economic and cultural development of rural areas,prompting the Russian government to start focusing on and developing small-scale rural schools.To ensure the development of small-scale schools in rural areas,various regional governments in Russia have adopted a variety of funding methods and strengthened the infrastructure of small-scale schools in rural areas.In order to attract teachers,rural schools in rural schools have formulated various preferential subsidies for teachers.In order to improve the development of professional skills of teachers,various regional governments organize multiple types of teacher competitions,and winners will be given material and spiritual rewards.At the same time,small-scale rural schools use nature and community resources to actively promote their own development.Through comparative analysis methods,we must sort out strategies for developing small-scale funding in rural areas in Russia,building teacher teams,and ensuring policies and legal guarantees.In addition,we must look at the practical problems existing in small-scale rural schools in the context of urbanization and industrialization so as to find out the development of our country.Rationalization of small-scale schools in rural areas.
