In recent years,the shipbuilding industry worldwide has been in a continuous downturn.The demand for shipbuilding in China continues to slow down and contradiction of oversupply is becoming more and more prominent.In China?s shipbuilding market,the lowand middle-end products are over capacitated but high-end products are in short supply.On the eleventh meeting of central finance and economics reform leading group held in 2015,general secretary Xi Jinping put forward the idea of “Supply-side reform”,improving the quality and quantity of economic growth through structural adjustment of production capacity.Shipbuilding enterprises then started a series of reform and reorganization,which are followed by the issues of transfer of employment for relevant employees in shipbuilding industry.In particular,for those employees over 40 years old,it's difficult to transfer the employment by themselves considering the age,mentality,skills,family pressure and other factors.In this paper,based on the Person-post matching theory and theory of public services in human resources management,the employment situation,the employment psychology,the knowledge of relevant policy and the demand of training for the 40-year-old employees are studied.In addition,the matching situation of the employment demand and public employment services are discussed so as to solve the problems of the transfer of employment for the employees in the shipbuilding industry through the guidance and adjustment of government policy.It was found through the survey that the employees who are over 40 s and in the transfer process of employment confront several issues: they are under a lot of stress;the information obtained and understood doesn't match their demand;the demand and supply in professional training doesn't match.In the case of individuals over 40 s who are involving in the transfer of employment,they are mainly at 40 to 50 years old and the proportion of men are higher than women.From psychological point of view,family,age,psychological pressure plays main roles in the difficulties of transfer of employment.Affected by occupational habit,most of the personnel over 40 in transfer of employment are willing to stay in the shipbuilding industry.But the recession in this industry makes the employment even more difficult.From the matching of public service and personal demand,the channels to release policy and information aboutemployment by government needs to be extended.The government has issued a series of social insurance and subsidies,but the personnel in the transfer of employment couldn't get to know the policy well and couldn't obtain the favorable.In order to meet the needs of enterprises,the personnel in transfer of employment has high demand of professional training,but the professional training in shipbuilding industry is still in blank.According to the analysis of above problems and data query,analyze the experience of Japan and America in the development of shipbuilding industry,training supplies,employment promotion of older citizens,etc.the successful mode in the transfer of employment and government assistance to the transfer of employment in Shandong and Tangshan of Hebei province were studied.It's concluded that the leading role of government is the key to promote employment,and to strengthen the effective measures,such as the public employment service.Therefore,in this paper,it is proposed that the employment could be improved and promoted through overall planning,strengthening the public service,providing the special funds and reinforcing the legislative protection measures by government.At the same time,the communities,trade union committee and other public organization could play roles and provide more help.
