The Research On The Target Management Responsibility System Of Family Planning In Anxi

Since the middle of 1980 s,target management responsibility system has been gradually established in China's local party and government work,which has been widely used in the practice of party and government management and become a common means and operation mechanism of local governance.As the first area of public administration to introduce target management in China,the family planning has accumulated a wealth of practical experience in the long term concrete operation,while it includes health work,women's health care,family development and so on after the merger of the health care institutions.In view of the representativeness and non-replicability in the implementation of target management,this article selects the family planning as the research object.The research findings and conclusions,not only serves as a reference for the family planning reform of target management responsibility to big health care in the new period,but also applies to the goal management in areas such as social comprehensive management,production safety,and environmental protection.Therefore,it has strong theoretical guidance and realistic reference.This article takes family planning in Anxi county as a case analysis of target management responsibility system.Under the framework of the target management responsibility system and the pressure system,made a detailed discussion from the determination,decomposition,completion and evaluation of the target mission in the health and family planning work and the responsibility construction,pressure conduction,reward and punishment drive and responsibility investigation in this process.The paper also makes a detailed observation and elaboration on the behavioral characteristics and interactions of different levels of target responsibility performers under the pressure-type system model.This paper finds that the target management responsibility system has effectively built a "responsibility-interest"link between the county and township levels of government.Therefore,it can promote the township levels of government more proactive in accomplishing its goals and tasks.However,grassroots collusion scenery and other strategic strategies and means have also led to some "paradoxical" effects such as "digital games”.What's more,it has shaped the "business-oriented" short-term administrative goal model in township levels of government.
