Investigation And Research On The Current Situation Of Urban And Rural Family Planning In Zhuanghe City

The family planning policy as one of the basic national policy has been run for about 30 years.In 2005 as the two-child policy is released,it makes the family planning policy stepping into a new stage.As a result,the family planning management in the ZHUANGHE city makes also a new progress.However there are still some problems during the progress of the management such as management of floating population,sex ratio problem and so on which make the family planning reform work difficult.In order to serve the citizen better,a new process of the family planning management program is needed.This thesis is in study of the effectiveness of the family planning management progress in Zhuanghe city,using the method of literature consulting to know the research and emphasis of the academic in the field population management and family planning.Meanwhile this thesis uses the data statistics to analyze the problem in the daily work of the family planning.At last the Interview with the family planning staff is made to find out the reason which could influence their daily work.This thesis gives a solution according to the analysis of the interview result and get the result that the key performance indicator of the trust of family planning department is their service attitude and working efficiency.Through measuring the trust of the family planning department,this thesis finds out the problem in family planning management.The main problem is the out of balance of sex ratio,family planning management of the floating population,heavy workload,special difficulty of country family planning and low efficiency of administration.This thesis analyze the reason of the problem mentioned above and propose the solution strategy including creating new management process,improving the propaganda of family planning,creating network management of the floating population,improving sex ration management and creating a perfect retirement system,to make a distribution to the family planning management.Though the key point of this thesis is the research of the family planning in Zhuanghe city.But “Greatness in Trivialness”,the problems which mentioned in this thesis are also existed in other place in Liaoning Province or other province in China.Therefor,the solution in this thesis has the universal reference significance.
