With the further advancement of education development and innovation,the issue of public education has also become increasingly complex.Formulating corresponding public education policies is the main means by which the state and the government realize their functions.It can be said that properly solving the problems in the education field is one of the important indicators for the government's ability to improve governance.The implementation of the 14-year free education policy in Yunnan Province is an era demand that meets the needs of the people for a better life.Simply put,14-year free education consists of pre-primary two years,nine-year compulsory education,and three years of high school.It is an effective extension of compulsory education.The implementation of the policy enables all relevant students to enjoy educational resources on an equal footing,which is of great significance in promoting the development of basic education,popularizing high school education,improving the quality of education,and achieving social equity and education balance.Yunnan Province is an underdeveloped province that integrates borderland,ethnicity,mountainous areas,and poverty.It is a province with the largest number of ethnic minorities in China.This study starts from the perspective of public policy and briefly introduces the background and formation history of the 14-year free education policy in Yunnan Province.It also gives a rough analysis of the achievements and problems that have been achieved since the implementation of the 14-year free education policy.The main problems in the implementation of policies are: the actual operation of policies,the lack of effective supply of teachers,the unbalanced allocation of educational resources,and insufficient investment in policy funds.And using Smith's policy implementation process model,it analyzes the causes of policy implementation issues from the policy level,executive level,target group level,and policy environment as a whole,and tries to propose corresponding solutions to improve the implementation of the 14-year free education policy.However,since the 14-year free education policy was formally implemented in the fall of 2016,the implementation of the policy has not yet taken a long time,There are many problems and the deep-seated difficulties it faces are still not yet fully realized,aiming to make a preliminary summary of the current policy implementation.Current practical policy implementation work helps.The 14-year free education policy in Yunnan Province as a public welfare education policy needs to be constantly improved and amended so that it can adapt to changes in the policy environment in a timely manner.Strengthening the study on the implementation of this policy will effectively enhance the operational and scientific nature of the implementation of the 14-year free education policy in Yunnan Province.To make it more in line with the planning strategy for the development of national education,to meet the practical needs of precision poverty alleviation in Yunnan Province,and to accumulate valuable experience for free education in relevant regions.
