Based on the theory of policy evaluation,Teachers Occupation Commitment as the theoretical basis,in Jiangsu province for five years of free normal male policy as the research object,the use of policy goals in policy evaluation mode,subject-free male teachers as the starting point,through the study of free normal male occupation commitment and turnover intention analysis to understand the implementation of the effect of the policy,and compared with the policy objectives,to assess the degree of a policy goal.The investigation found that free normal boys satisfaction level of high level and high work occupation commitment and turnover intention is low,the first objective of policy to reach;influence factors of free normal male occupation commitment level with the properties of the kindergarten male teachers and kindergarten labor relations,wages and welfare benefits;factors affecting the satisfaction level of free normal education the boys work benefits;there was a significant positive correlation between Free Normal Students Occupation Commitment and job satisfaction.Although the primary goal of policy is reached,but still has some problems,we should clarify the implications of policy evaluation policy intention,improve the policy of the academic basis,substantive issues;improve the exit mechanism,strengthen the supervision of the quality of the students;improve the teachers' wages,reduce the loss of teachers;enhance the kindergarten teachers' occupation identity sense,to promote the professional growth of teachers.
