Under the background of the national fitness plan for the country strategy and ever-increasing deepening of it since2014,stadiums have become the basic carrier and an important platform for providing sports public services,developing physical culture and sports industries.And the opening of venues has increasingly become a hot topic of social concern.In particular,since the "Administrative Measures on the Subsidy Funds for Free or Lower-cost Opening of Large Stadiums by Sports Complex of the Ministry of Finance and the State Sports General Administration"(Caijiao[2014]No.54)was released,the national stadiums have been steadily advancing in free or lower fee open,and have achieved remarkable results.Hubei Province is a pilot province for the operation and management reform of large-scale stadiums and gymnasiums.The degree to which the venues are free lower-costn to the outside world directly affects the realization of the goals of the stadium's operation and management reforms.Therefore,research on the implementation of policies in Hubei is conducive to the continuous improvement of policies and is conducive to the provision of venues.Better quality sports services will further accelerate the pace of building a strong sports province in Hubei.69 large stadiums in Hubei province that accept free low-cost subsidy funds were selected as the research object in this paper.Through literature research methods,case study methods,field inspection methods,comparative methods,etc.,we learned that the venues in Hubei Province are free from low opening conditions.It is concluded that the large-scale stadiums and gymnasiums in Hubei Province have poor low-cost,low-opening conditions,low levels of openness,and poor public sports service capabilities.The overall assessment results are as follows:(1)In 2016,the average open days of large sports venues in Hubei Province was less than 330 days,and the opening hours of the week were up to the standard;(2)All venues on the National Fitness Day were open to the public but no comprehensive free low-cost opening was implemented;(3))The public welfare event was up to standard,but some of the events did not have nationality;the number of sports lectures and exhibitions did not reach 4;(4)the number of sports and fitness skills was more than 1,000,and the number of national fitness test was less than 3,000;(5))Fitness staff are less satisfied with the facilities and services provided by large stadiums.The problems highlighted by the implementation of the stadium-free or lower opening policy in the implementation process mainly include the following aspects:(1)The current policy subsidy is based on a single basis and the scope of the subsidy is limited;(2)The subsidy funds are not timely and the management use is not standardized;(3))The open management system of the stadiums is not perfect,and the process management is not rigorous;(4)The information disclosure efforts need to be improved,and there are obstacles in the understanding of grassroots personnel policies;(5)The operation and management capabilities of stadiums are poor,and the policy implementation environment needs to be optimized;(6)Supervision and evaluation The mechanism still needs to be improved and the level of government supervision needs to be improved.In order to promote the sustainable development of policies,the corresponding recommendations are therefore put forward:(1)Optimize the policy of liberalization of subsidies;(2)Strictly regulate the management and use of subsidies;(3)Establish a scientific and rational performance index system;(4)Establish and improve relevant regulations and management systems;(5)Improve the supervision and evaluation system;(6)Strengthen the sports stadium service functions;(7)Accelerate the construction of sports information;(8)Introduce professional operating agencies to improve the level of stadium operations and management.
