Research On Japanese Policy Of Receiving International Students

With the development of economic globalization,all countries in the world are promoting the internationalization of higher education to improve the international competitiveness of their education.International student education is one of the main contents of the internationalization of higher education.Since the 21st century,international student education is playing an increasingly important role in the country's politics,economy and culture.International students,as potential global talents,have become competing targets for all the countries.Many countries have been considering of receiving international students at the level of their national development strategies.Morever,they are continuously amending the policy of receiving international students and launching new initiatives to strive for a place in the international student market.As a non-English-speaking country,our neighboring country Japan has made great achievements in developing the international students scale while facing some typical problems.The research on the changes in the policy of receiving international students in Japan,the policy motivations and guaidance,and the implementation measures have an inspiration to our country's decision-making department.It will help them to formulate,amend and improve the policy of receiving international students.This paper consists of six chapters.The first chapter is the introduction.The second chapter starts with summarizing the policy of receiving international students and analyzes the change of the philosophy in receiving ingternaiton students.The third chapter introduces the policy of Japan to achieve the goal of "Plan for 300,000 international Students" at the present stage,starting with analyzing the motivation of Japan to receive international students.The fourth chapter gives a detailed introduction to the specific implementation measures of the Japanese government,universities and the society in receiving international students.The fifth chapter summarizes the current situation of the implementation of the policy of receiving international students in Japan,and points out the problems.The last chapter summarizes the experience and lessons from the practice of Japan,and puts forward some suggestions for the formulation and amendment of the policy of receiving international students in China.
