In the international cooperation and exchanges of economic globalization,social informationization,and technological modernization,international talents play an important role.All countries attach great importance to the cultivation and management of international talents.After 1978,China's economic opening to the outside world required that higher education train high-level talents in corresponding fields,especially international talents.With the development of economy and society,international talent training standards keeps pace with the time.In the past,professional talents and foreign language translation talents were trained separately.Nowadays,we are training "specialty + language" compound talents.The connotation of international talent training is constantly enriching.In the new era,it is the mission of the times for Zhejiang colleges and universities to accelerate the training of international talents to meet international competition and challenges.It is a key measure to implement the concept of strengthening the country by talents and the“Belt and Road” initiative.It is an important starting point for promoting Zhejiang's opening up,transformation and upgrading.It is the internal law of deepening the education reform and development of colleges and universities.It is a powerful way to satisfy the people's pursuit of high-quality higher education resources.Therefore,it is especially important to scientifically review and evaluate the international talent training policy of Zhejiang colleges and universities,and to discover and optimize various problems in the implementation of the policies.This thesis takes the policy of international talent training in Zhejiang colleges and universities as the research object,and marks a major policy or conference that affect the training of international talents in Zhejiang universities as a sign,to make a more in-depth and systematic study of the background of international talent training in Zhejiang colleges and universities.Scientifically divide the development history of the international talent training policy since the reform and opening up.It isdivided into the recovery period(1978-1984),the new reform period(1985-1998),the transition period of accession to the WTO(1999-2009),and the standardized development period(2010-present)four stages.On the basis of previous studies,this thesis systematically combed the composition system of the international talent training policy based on the actual situation in Zhejiang,including five dimensions:two-way study abroad,international schooling,international courses and teaching,international teachers and international academic exchanges.Explain the policy content of each dimension separately.On the basis of sorting out the development process and content of the policy,this thesis evaluates the international talent training policy,and finds that there are some characteristics in the implementation of the policy,such as goal penetration into the development plan of the University,diversified and rich training forms,systematic standardization of the internationalization process,etc;This thesis summarizes the effect of policy implementation,including the basic formation of the three-level policy system of international talent training,the expansion of talent training scale,the gradual allocation of talent training conditions,and the significant improvement of university ranking and influence.And finds that there are some problems in the process of policy implementation,such as management system,quality assurance,balanced development and so on.In addition,take Zhejiang Normal University as an example to examine the current situation,experience and limitations of the implementation of international talent training policy.In view of the problems existing in the implementation of the policy,this thesis puts forward targeted optimization strategies,including focusing on the formation of the management and quality assurance system of talent training,making clear the goal of talent training and the balanced development of inter school internationalization,expanding the proportion of public funds going abroad,improving the structure and level of international students,and developing the characteristic courses of international talent training according to the school conditions,so as to improve the international talent training policies and improve the efficiency of international talent training. |
