With the acceleration of the worldwide economic integration, people have come to get to common view on cultivation and competition of international qualified personnel and internationalization of higher education. From 70 to 80's of 20th century, a series of educational policies settled by Chinese and Japanese governments benefit the development of the scale of international students.In order to attract more and more international students to study in Japan, the Japanese Ministry of Education introduced a " accept 100 thousand international students in new century" policy, on which to aim to promote the friendship between Japan and other countries and the power of Japan in the global society so as to enhance the internationalization of its economy and education. As an important national policy, it was achieved in 2003 after two decades of effort. Japanese government has accumulated large amount of experience in education of international students, management and service system of international students, etc. It is very successful experience, which is worth of being studied and used for reference.On the other hand, we see that the development of education of international students has not been fully up to expectations and brought many serious social problems as well, which has not been cured till now and should be taken warning by our Chinese government.Through assessment on the development background and motivation of scale of international students in contemporary Japan, the essay lays emphasis on the research of the unsolved problems in development of international students by means of the " accept 100 thousand international students in new century" policy. Through comparison between China and Japan on the development of international students, the essay shows concrete views and suggestions for Chinese relevant policies and current situation. Regarding the development of international students, the author thinks that China is now on the stage of accumulation and amelioration, which is similar to the enforcement of process of the Japanese " accept 100 thousand international students in new century" policy.
