In the 21 st century,human entered the era of ?knowledge economy?.Under the impetus of this wave,the role of human capital in promoting regional economic development is increasingly reflected.However,scholars have found that human capital and economic development often are Non-Linear Regression,is called ?the threshold effect?,and the condition to be satisfied is called ?threshold?.The influence of human capital on economic growth plays a role in many conditions,For example,the level of economic development,the openness of the economy,the institutional cultural environment,the diversity and inclusiveness of culture and so on.Under the background of China's reform and opening up for 40 years,this paper focuses on the economic openness,which is not existing in the traditional system.In the 40 year ?s Chinese economic reform,it is very important to analyze the factors of institutional capital strength to explain the relationship between economic openness and the effect of human capital on economic development,so as to explain the co nnotation and significance of the "threshold effect".On the basis of statistical analysis and Empirical Analysis on the basis of data collection,this paper believes that the higher the economic openness is more conducive to increasing the activity of human capital flow.While accumulating human capital,it can promote the spread and absorption of human capital to new knowledge,enhance the contribution of human capital to the local economy and improve the quality of economic development.From the latest national census data,the data of the national 1% population sampling survey in 2015,it is seen that human capital is flowing to areas with higher economic openness;at the same time,high quality talents tend to flow to areas with high economic openness.Therefore,this paper takes the degree of economic openness as the focus of research,and from this perspective to study the human capital's economic growth.As the country‘s largest economic province,Guangdong Province has benefited from the advantages o f coastal areas and economic openness,developed quickly.However,during this time,almost 40 years after C hinese economic reform,the unbalanced economic development in the Guangdong Province has become increasingly outstanding: the Pearl River Delta region has steadily be the first of GDP of all regions of Guangdong Province,followed by the eastern and western parts of Guangdong.The north of Guangdong is still at the bottom of the years.In order to solve the unbalanced economic development in Guangdong Province,this paper starts an analysis of the reasons about the imbalance: After sorting out the classical literature on economic development and the actual development of Guangdong Province,this paper proposes thatDue to the economic Difference of openness leading the differences in the combination of human capital and economic development.The higher the degree of economic openness,the lower the cost of information acquisition,and the easier combination of human capital and technology,thus increasing the possibility of human capital being transformed into economic growth.Around this theory,the research work of this article has started.This paper has five chapters: The first chapter is about the background and significance of the topic,the research questions.Chapter two is about the theory of economic growth,human capital and threshold effect,providing the theoretical basis for the article;the third chapter analyzes the current situation of Guangdong's economic development and human capital,and presents the development status of Guangdong provinces;C hapter IV is about empirical research,the foreign trade,Finance and foreign investment are the thresholds of the effect of human capital on economic growth in Guangdong Province.C hapter V proposes the conclusions and policy recommendations of this article.Based on theoretical and empirical research,this paper draws the following conclusions:First,the degree of economic openness has a certain threshold effect on the relationship between human capital and economic growth in Guangdong.Cities that have crossed the threshold are more developed in economic development;So are which do not cross the threshold.Second,in the past ten years,human capital has played an increasingly important role in Guangdong Province,especially in the Pearl River Delta region where economic openness is relatively high.Based on this conclusion,this paper proposes the following policy recommendations:First,it is suggested that Guangdong and governments at all levels should speed up the construction of a higher level of open system in the Other region except Pearl River Delta of Guangdong,expand ing the open level of foreign trade,foreign finance and foreign investment,and accelerate the speed of opening the threshold of the Other region except Pearl River Delta of Guangdong and promot ing the balanced development of Guangdong province.Second,it is suggested that Guangdong and local governments should adhere to the cooperation between the promotion of the open level and the innovation driven,give full play to the role of human capital in the process of economic innovation in the process of real economic innovation,and form the innovation motive of sustainable development,especially to improve the quantity and quality of the personnel of scientific and technological activities.
